Digicel and Govt Spread InternetDigicel, in partnership with the Government of Antigua and Barbuda, announced details of a new initiative which will deliver broadband internet service for free to communities and schools across the twin-island nation at a gala launch at the Multipurpose Cultural & Exhibition Centre.

The initiative – entitled “Technology for Communication, Education and Empowerment” – is a joint initiative between Digicel and the Government of Antigua and Barbuda and will use Wi-Fi technology to bring Broadband Internet into 3,000 homes across the communities of Grays-Green, Yorks, and Lower Gambles, as well as more than 5,000 secondary school students.

Digicel is partnering with the government to provide community computer access centres in 12 secondary schools, which will include the physical infrastructure as well as the furniture and air-conditioning.  Each of these community access centres will accommodate at least 20 students.

The initiative will significantly increase the number of households with regular access to the Internet as schools, homes, and villages get connected for the first time.


With the results of a recent study undertaken by the International Telecommunications Union (ITU) stating that more effort was needed to increase Internet access in homes and schools throughout the world, this latest move will prove momentous for Antigua and Barbuda. In support of the development of information and communication technologies in Antigua and Barbuda, Digicel will also be the platinum sponsor of the annual ICTFest for the next five years, until 2014.

In a brief message to mark the occasion, Prime Minister Dr Baldwin Spencer said that the new initiative represents his Government’s “unswerving commitment to ensuring that every citizen is equipped with ICT skills”, while Minister of Information, Broadcasting, Telecommunications, Science and Technology Dr Edmond Mansoor said that, “in building a truly Intelligent Nation, the Government is working towards ensuring that every home and every office is equipped with a personal computer and high-speed Internet.”

Minister of Education, Sports, Youth and Gender Affairs, Dr Jacqui Quinn-Leandro, said, “We are delighted to be announcing the details of this groundbreaking joint initiative between the Government and Digicel. The importance of bringing people online is widely recognised and where access to the internet is low, it is particularly important for countries to invest in public access. As such, we are proud to be leading the way in connecting 15,000 Antiguans in their communities and schools for the first time.”

Digicel General Manager for the North-Eastern Caribbean, John Delves, said, “Digicel is continually looking at ways to give back to the communities in which it operates and this latest initiative is a perfect opportunity to do just that. We are very excited to be rolling out Wi-Fi technology and connecting the schools, homes and villages of Antigua and Barbuda to the internet for the very first time.

Digicel has long recognised the positive impact to the economies of countries of improving ICT services. Indeed, recent research from the Institute for Economic Research at the University of Munich supports this, stating that a 10% increase in broadband penetration can help to raise annual per capita GDP growth by 0.9 to 1.5 percentage points.


With that, we are very excited to see how this development will change and enhance the way people communicate at home & how teenagers learn at school. This joint initiative will have a very positive impact for the people of Antigua and Barbuda as a whole.”  

Commencing in October, the roll out of the services is set to be completed by December.

Digicel will provide and install 12 Digicel internet access centres in the following schools:

•    Ottos Comprehensive School
•    Clare Hall Secondary School
•    Pares Secondary School   
•    Jennings Secondary School
•    All Saints Secondary School               
•    Antigua Grammar School           
•    Antigua Girls High School               
•    Princess Margaret School               
•    Sir McChesney George Secondary School   
•    Plus three private schools will also be selected as part of the initiative

Internet for Everyone!

Why not just connect everyone one time? Divide up all the customers and charge a flat rate. APUA is the most expensive for no reason at all. Cable and wireless is unreliable. Digicel and ACT are the same. So really we have 3 choices. Karib Cable and CTV would like to get in on it but they can barely handle their own operations.
So I say give internet to everyone and charge us all the same.

Oh boy. What blatant bribery! I think that the idea to provide service to the schools is great and commend them for it,except it will be interesting to see who has to foot the bill for all the equipment in order for the schools to utilise this great gift. Bbut to homes in select areas? What makes someone in Grays Green or Yorks more deserving than someone living in, say, Johnsons Point, Urlings or Old Road? Bribery, bribery, bribery!!! Not a fair shake for everyone ever. A lot of people have had to give up the internet in order to be able to afford food and other absolute necessities. Just for once, a level playing field would be nice putting people about politics.

The government is now competing against itself - Digicel vs APUA. Why can't we find politicians (almost forgot that he got a ministry without being elected, poor Chanlah) people who put the country before their pockets? Is the intention to line up a preferred company for an eventual take over of APUA?

Digicel froze their employees salaries. Digicel doesn't pay staff over-time. Yet, they could find all this money to invest.
Seems to me that they have learned how to play the game. LIME had complete monopoly for years under the ALP and partly with UPP. By offering this 'service' they have successfully elbowed LIME out of the picture.
Dr Mansour is unfair to single out an internet provider because he acts as Minister in the Telecommunicati ons Ministry. Instead, he should have discussed this idea with ALL enterties as a joint effort for schools and homes.
I accept that schools be given the opportunity to have computers and internet service, but how will giving homes free internet be beneficial to ACT, APUA, LIME and DIFICEL?
It doesn't matter which party; they are ALL bloody **ed!

Is Digicel a licensed ISP? Do they have equip to provide these services? what about the other ISP's like ACT, aren't they losing revenue on this deal? and what of their employees and employment capabilities if this is so? Is there something we are not being told? Who is providing them with the network infrastructure? is it a family affair? There was a fledgling Company called Kool Net Ltd, who has since suffered from the economic crisis fallout, who since 2002 was at the fore front in Antigua with online training, internet in the schools when there was none, and was shafted by the authorities by their lack of vision and their out right lies (emis project) which is still not online, now the Manchurian candidate is been allowed to shine?..hmm

As usuual these articles leave alot to be desired. First question, who is paying for the computers and the internet access and equipment to get the access? I understand the creation of the sites for the school children,not a problem, but what will be the difference between what APUA, ACT currently offer.

Sometim es reading these articles, I get the impression that someone believes they are dealing with idiots. People in Yorks already have internet access, so what different is Digicel going to offer except trying to corner another market.

Beware of Greeks bearing gifts. Nothing is free.....NOTHIN G IS FREE. If something is too good to be true it usually is.
I am looking forward to the public inquiry on this one.....Digicel can cover the entire cost.

I would love an **sment of how many jobs in the current telecommunicati ons sector a move like this could negatively impact? Sure I want free internet but if I terminate my service with my current provider doesn't that eventually affect that business's bottom line and it's staffing? Maybe mute questions to some but extremely important questions all the same especially considering the current economic conditions in this country.

Anoth er question would be what exactly are some the ways in which this move would prove to be financially beneficial to the m**? Anybody can say empowerment but at least show the people how they can go about doing it, not just the same old regular sound bites.

Everyone knows APUA has the BEST Internet service on island. I wonder what Dr. Mansoor will benefit from teaming up with Digicel and his cousins at ACT!! Read between the lines people! He's really trying hard to cripple APUA. Wake up Mr. PM!!!! It's not about increasing competition, which is healthy, it's about getting rid of the first and only state owned utilities company.
