Joint Agreement Signed for Antigua Sports Village ProjectAntigua St. John’s - Following Cabinet's decision to accept the recommendation of the Ministry with responsibility for Sports for the Government to enter into an agreement with the principals of C2C Limited represented by Mr. Alton Urban, to develop a Project to Establish the Antigua Sports Village, the joint agreement was signed Friday at the Office of the Prime Minister.

The agreement will grant the right to the project team to proceed with formulating the project to construct the Antigua Barbuda Sports Village. Once all the relevant requirements have been met, it is anticipated that a Company, the Antigua Sports Village Inc., in which both C2C and Government will be major shareholders, will follow through on the construction of the Village.
 
Consultations are scheduled to begin in the later half of August, 2012. The project team has been given a specific time frame within which to complete the planning process to include financing. A copy of the agreement is attached.
 
While the concept of the Sports Village has been on the table since the construction of the Sir Vivian Richards Cricket Grounds, the genesis of this specific proposal from Alton Urban emerged from consultations held with all major stakeholders in the first half of 2009 when the Office of the Minister of State, Sports, Local Government and Special Projects compiled its Strategic Plan entitled, 'Continuing the Promise'.

Stakeholders were invited to submit proposals for consideration, which would fulfill or assist in realizing one or more of the five main areas of the Plan.
 



The Antigua Sports Village Proposal, as submitted by Alton Urban from C2C, is one such initiative. As was the case for all other initiatives under the Plan to date, and following initial discussions, Mr. Urban was asked to refine his idea and return with a proposal for the consideration of the relevant government authorities to determine whether it would be approved for moving to the next level. Mr. Urban followed through on the requirements.
 
It is expected that this phase of the project will result in a comprehensive plan designed to not only increase the level of participation and performance in sports and recreation, but also assist in developing the sector into an economically viable one.
 
In its preliminary concept, it is anticipated that the Antigua and Barbuda Sports Village will be constructed on lands surrounding the Sir Vivian Richards Cricket Grounds.

This establishment is expected to provide quality venues for a number of indoor and outdoor sports as well as conferences, training and conventions. The project design should be one that produces an economically sustainable product.
 
Also on hand to sign the agreement on behalf of C2C Design was Mr. Keith Gill. The Government signatories were the Permanent Secretary with responsibility for Sports and the Director of Sports. Also unveiled at the signing were the Antigua Sports Village Inc. logo and banner. Polo Shirts and an investor package were also presented to Prime Minister, Dr. Hon. Winston Baldwin Spencer and other Government representatives present at the ceremony.

So what is the latest on the Sports Village?

It sure seems real quiet since this announcement last August? I heard on the radio several weeks ago about a big grand opening event that was supposed to happen at Sir Viv last weekend that never happened. Not sure what was up with that?

No.....the government does not 'pay' all utilities, they provide the 'access' to utilities, a demarcation point.

The only exclusion of proceeds is in the fees paid for the naming rights of the complex. The 133 shares are dividends for sponsorships and venues.

The project is to bring events to the island that are not already here. The events bring people to the island with fresh money in their pockets, money that is spent 'on the island'. The money spent is not 'tax and duty free'.

These events bring people to the island, what else can we do to keep them here spending money? Did i mention the more people that visit the island equates to more jobs?

Having done some travelling within the caribbean and outside I have met a lot of people and none as unique as the folks in Antigua/Barbuda . I say that to say that when it comes to condemning ourselves and people we get the GOLD medal for that tearing down throwing dirt in ones face we are great at that but if the situation calls for support, upliftment, we want no part of that because in order to build ourselves up we have to rip the other to shreds. Why is it that we have to do that, I would'nt try to figure that out but I will leave that to the social scientist, what I do know is that sort of a behaviour is killing us as a people and we have to look in the mirror and make some changes. We have to start looking beyond the tip of our noses. I would like to ask one question when you look at the shore line that encomp** the area from the old jetty to hattan what do you see?

Hey, if any of you citizens are concerned about the Sport Village Project the Government is about to undertake,why not just inquire? Just find out who is the direct person to ask and question him or her about the land,the cost,and the taxes,but,for God sake,do not make any assertion that would imply wrongdoing. We should be supporting projects like this,not making it a crime. I say "crime" because that's the impression I get from certain bloggers.

A large can of grace corned beef is almost $13,a large can of Carnation milk is almost $5.00.Hungry people cannot play sports.Do us all a favour and call elections now,after which you (BS) can proceed to your modellling profession,its the only thing you ever complete,posing for a camera.

It Is Me, thanks for the research you have done so far. Slapping Hand, its good that you took the time to read the document. Much info is missing from all of this eg. the real value of tax payers contribution. I find it funny when person say no tax payers moneys are involved yet the document states import taxes will be waived on construction material and lands we have been given no sq footage for will be rented for a $1.00 per year for probably the next 50 years (so $50.00 EC in total). The stranger thing is the government receives no dividend if there is a profit yet holds shares.

How come they don't tell us what project this C2C has worked on before? I can't find a web site for any C2C out of Colarado ... but their is allot of other companies with that same exact name Concept 2 Completion ... I don't know why a company who can get US$150,000,000 can't get a simple web site showing us their past projects. All they have is a bunch of contacts from the same suite in the USA with phone numbers and e-mail.

I went to that web site Antiguasportsvi llage.com and it looks like a website someone rushes to make when they are trying to xxxx or fool people and the web site looks like a political consultants presentation ... they have a section called bennefits per ministry and they even have the nerve to have for everyone to see the following quote ... "it's a win win situation for the government in power" ... now how can you come with a massive project like that and make a statement like that???

What kind of juice are they drinking??? That is a clear political statement which is a crazy statement for any investor to make before any project!!!

Interesting stories. WE could use some of that foresight back home. Those hipsters have the right idea. I sometimes envy the more 'developed' nations. Not for what they have now, but how they got there. When they were at our stage in their development, they had no model on which to base their progress. No template to follow. They just forged ahead into the unknown, and got where htey are today.

All our decisions are influenced, consciously or not, by our notions of development. We make decisions to try and get where, say New York, is. Not because its in our best interest, but because we thinks thats how you progress. I think of it like trying to solve a math problem when you already have the solution layed out. There may be many paths you can take to the answer, but you will always follow the one you already have.

Today, the pigeons are still around but, they nest atop the roof/eaves of Union Station, one of the most expensive, chic shopping plaza on Capital Hill, the abandoned row house are all renovated, fetching hundreds of thousands of dollars, Burnt out H Street is now lined with botiques, fancy eateries, and serviced by a tramcar service.
I now realized, if I am gonna be a part of the new regentrifyers, join the bandwagon, forget the nikes, forget the I can't get dirty attitude, forget, that those areas are violent, crime ridden, etc. Follow the white hipsters idea. Act stupid but think smart. I am doing that in Baltimore, notorious murder and drug capital of America. I am taking all kinds of risks, and believing is seeing. All of my black friends says Baltimore, NO WAY, my white hipsters, bought a two block section in east baltimore, they are of various ethnic persuasions, but they see gold together, etc.however, at times they get in Volvos etc and we play a round or two of golf. As for me, I dropped a condo in the middle of a vacant block, started an organic garden and have neighbors thinking, WHO'S THAT JAMAICAN?

We have an Achilles Heel called "FOOLISH PRIDE." I shall pick the plank from my own eye. I first migrated to the USA in the 1970's. After the Cultural Shock wore off, I saw what Harlem was, where it came from and it's potential. I approached family & friends about purchasing Brownstones for $1.00 YES ONE UNITED STATES DOLLAR, a Federal Housing Grant program, been a teenager, a rude- boy at that, Harlem was a burnt outjunkie drug infested neighborhood, I was dismissed as a weed smoking idiot. TODAY THOSE SAME BROWNSTONES FETCH MILLIONS
We could have owned the block between Madison & Park Ave on 126th Street. My family moved to Westchester, NY & Capitol Hill, DC...The same thing happened in DC...H Street was burnt out after the riots, Union Station was a hangout for pigeons, addicts and the homeless, a block from the US Capitol, again Grant money's were made available to those who wanted to take a risk on "pigeons, vacant row houses, burnt out store fronts, addicts and gang violence. Again, I was told, we are not interested, "U CYAN GO LIB WID DE PIGEON, ADDICTS etc, arwe a go go lib de inna PG COUNTY."

Dadlison, I couldn't agree with you more. What we are lacking too...
A...strong cooperation, trust, faith among local entrepreneurs.
B...a cohesive formula to hold these entrepreneural endeavors together for extended periods, rather than fly-by-night gimmicks.
C....Confronting the authorities with agendas, proposals, Community support in hand, example Hon Chandlah Codrington. I am quite sure all those signatures he got did not all vote for him.
D...Be aggressive, push the communities, stay on them NOT TO HARA$$, but to educate/re-educ ate them.
E...risk, RISk, rIsK, Risk, anyway we spell it, CALCULATED OR OTHERWISE.
Olympians are not champions because they always win. They are champions because they know how to loose and hates it. Therefore, they will themselves to take risks their competitors might shy away from, learn how to get an edge on their oponents and utilizes it.

While in principle the idea of a Sports Village can go a long way to lifting the quality of athletics in our nation, it seems to me another example of top-down development. Build it and they will come. Rather than respond to what actual athletes are requesting (a maintained yasco, lit basketball courts, cared for football and cricket fields) we build a state of the art facility. This mentality is outdated and results in large projects sitting empty and poorly maintained.

I think we as Antiguans look outside and see where we want to be. Whether it be technologically , infrastructural ly or otherwise. We then think if we can have the things (gadgets, building, etc.) that we too will be advanced. What we don't see are the underlying processes and progressions which lead to the creation of the visual indicators of advancement. If we do not also partake in these processes ourselves, then projects like these will only set us further back. We need to build towards advancement and stop trying to take shortcuts there.

I hope everyone realize that this is the second time that a sports village is to be built in Antigua, The last one the rubberized track sat on the field for years that a Canadian company had provided.

So much was supposed to have gone on with that and it never really came to fruition.

I feel your frustration, but until those like yourself who really cares about those issues you raised, STEP FORTH and be counted, our leaders and investors will continue to treat us like **es.
Our people at times, behaves as if, they won a free ticket to see the greatest magic show, where our leaders are themagicians, and we know what magicians purposes are. Trick the audience and leave them in awe.
My prayer is that the new OECS PARLIAMENT/ASSE MBLY will light a fire under us and wake us up mentally from our doldrums...One Aim, One Truth, One Destiny.

The car park "can't park" sits unfinished after a soft opening in 2009. The transport board and APUA head quarters are also incomplete, yet we are ready to move on the sports complex. There was also talk of a government office complex financed by State insurance to help cut back on government rentals, yet a sporting complex seems to have higher priority. Would the government care to share the feasibility study for this project costing between 120 -150 million USD with the general public? I find Alton Urban suggestion suspicious that this will not cost tax payers anything. Persons should recall the same lie was told with the car park, yet the reality on the ground has proved different. After the "fencing scandal" fiasco with a stated justification being youth empowerment, one is left to feel that the impetus for these projects are back door ways to enrich politicians and their financiers

Does anyone one else see the irony in the timing of this little stunt? This Government has actively participated in providing Antiguans with the worst TV coverage of the Olympics possible. The Olympics, which surely should be the inspiration to our youth, and would ensure that the sports village was full of motivated young people. This Government can't even get the little things right. It shows no sign of joined-up thinking, and is completely bereft of any vision whatsoever. I never thought I would vote for corruption over incompetence, but at least we might get something done!

I hope the dunces in Government get real advice on this one! Did you note the following:

1) The project only starts after two (2) years when at that time plans are submitted to the DCA

2) The Government leases for EC$1 per year and waives its right to receive any Dividends

3) Where is the registered office for ASVI?

4) "Section 2.1 Development Needs and Obligations. There are obligations, in addition to the real
property, of the Government for consideration of 133 ordinary shares of ASVI, These obligations include
but are not limited to requirements for utility access, communications access, office accommodations,
tax and duty concessions and other requirements as agreed to by both parties to fulfill the development
needs. These additional requirements will be defined by separate agreement(s) as addendum(s) to the
lease." - Yes Government pays for all utilities (including electricity) and office accommodations.
