No Financial Request from Olympic Team - Williams

Senator Winston WilliamsAntigua St. John's - Senator Winston Williams has responded to the Everton Barnes article which was posted today on the online news service, CARIBARENA under the caption, ' Athletes Leave for London Empty-Handed' by questioning its legitimacy in light of existing operational procedures within the Ministry of Sports.

The Minister also stated emphatically that neither he nor the office of the Permanent Secretary, Sports, has received any letter requesting financial assistance to the tune of $22,000.00 for the 2012 National Olympic Team. The only pieces of correspondence, received by the Ministry of Sports, were requests for assistance in the form of waiver of travel taxes on the tickets purchased to attend the Games and the departure taxes for the official delegation (find attached).

In keeping with the public call for transparency and accountability in the operations of its business, the Ministry of Sports received approval from the Cabinet of Antigua and Barbuda to establish a special committee, independent of the Minister's Office, referred to as the Athletes Development Assistance Review Panel (ADARP), to consider requests for assistance from bona fide sports and recreational entities.

In the three years of ADARP's existence, stakeholders have been advised in writing as to the procedure for requesting financial assistance in areas other than waiver of travel and departure taxes. The latter requests are to be sent directly to the Permanent Secretary for processing. 
Sen. Williams stated, that in this case up to the close of business, today July 23, 2012,  there is NO evidence that the National Olympic Association has followed through on any of the procedures, if indeed; there was a need for assistance.



In response to other sections of the article, Senator Williams responded as follows: ‘My Government, through the Ministry of Finance, has established the Athletes Development Fund, since it places a high premium on the welfare of our national athletes, even within the context of limited financial resources.

I note that reference is made in the article to the Chef de Mission feeling a sense of obligation to present a shirt and commemorative pin to the Head of Government. Although I do not wish to speak for and on behalf of the Honourable Prime Minister, if this report is an accurate representation of Mr. Fenton's views, it is regrettable that the relationship between the Government and National Olympic Association is defined by the level of financial assistance received from Government. 

As Minister of State with responsibility for Sports, I wish to state categorically that my preferred approach to working with my colleagues within the sporting fraternity, is one which is open and transparent. I am therefore appealing to all sports and recreational entities to follow the prescribed procedures laid down by the Department and which are sanctioned by the Ministry of Finance.

It is clear that given the "Ethical Badmindedness" & "Bobol" which is so well developed in the Cultural DNA, Blues & Reds have very little concept of Conflict of Interest and Misappropriatio n of Public Funds. Spouses & Partners are not part of the Package - You pay for their ride, accommodations, entertainment & meals.
Without a doubt, the GoAB should contribute to the Athletes and their officials. Have Mercy Pon Us.
Thoroughly enjoy the Athletes & their Exploits.
Having seen the huge Capital Expenditure in long lasting infrastructure development in the Developed World and who benefits, have serious doubts as to the value for SIDS and Developing Countries. Where is the Return on Equity or Investment? Most will disagree with that question. The Circus always wins on the Entertainment Value. We all succombe.

The other day i listened to the minister on the radio giving a senario, saying something of the nature "a child has to ask the parent for lunch everyday before going to school, however what he fail to realise that it is actually the responsiblity of the parent to provide lunch for the children them, why are we contining to push these square pegs in round holes, by the way who is the ministry of sports?

Some athletes will tell you it is a waste of time to seek "financial assistance" from the GOAB, who always given them the "merry-run-arou nd!" Why set up ADARP that have "limited" resources (lack of transparency to give account of how it is spent) to financially aid our athletes in their endevors in representing A&B? So, Senator Fence, because something is "sanctioned" by the Ministry of Finance, makes it "open" and "transparent?" Would the same be said about the millions of tax payers money "wasted" on "fencing and sundry" projects? I keep telling you, your head is too big for your body!

In the above article you talk about proper proceedures that the athletes must follow to recieve finance. Did you follow proper proceedure with the $65 million dollar fencing issue? Did you follow proper proceedure when you sideline non-establish workers in your ministry without the Permanent secretary's knowledge? Do you really know the true meaning of TRANSPARENCY & ACCOUNTABILITY? ??? Give me a BREAK!!!!!!!!!

Where are the documents listing the individual athletes who will be participating? The attached letters only show persons who could be described as support staff/ cheer leaders

I don't understand these ppl! Citizens of your country are representing you in such an auspicious occasion and because they didn't ask for financial assistance :-| :-| :-| you didn't THINK they needed.... :zzz allyuh brain sleeping! IS THE OLYMPICS! come one man. All this section this n section that and cabinet blah blah blah. somethings are just automatic. Its not to say they going Grenada or st. Lucia for a game. Its the OLYMPICS. Antigua never take the time to invest in nothing. :sigh: oh oh wait, If it was CARNIVAL!!party on! :-*

Ok, well the Olympic Team should not have to be beggin for money but I find it strange that they asked for concessions and waiver of certain taxes. Does the Government normally give finanacial assistance to all sportsmen and women travelling abroad? Where does the National Olympic Association comes in do they foot the bill? Perhaps Chet Greene can clarify. I believe i heard him speak to this issue.
