Wadadli Power Plant buildingIt is one thing to listen to descriptions of cracking-up generator plant buildings, but in order for the reality to sink in, I believe all, who can, should drive over to Crabbs and witness for yourself.

I decided to go and see for myself, and drove very slowly around the whole complex, including the APC plant and Mr Harney’s oil recycling set-up.

I made myself go there with an open mind to form an opinion based only on what I saw, and not from any political point of view.

Mr Harney’s plant is clean and neatly laid out; hidden away and not at all an eyesore to passing traffic.

APC is a short distance from the main road and is clean, modern, and gives the impressive appearance of being very professionally laid out… not an eyesore.


Then I examined all the visible outer areas of the Wadadli Plant, and embarrassment for the country, in comparison to the above mentioned, starts to set in.

For a start, it is located at the side of the road going back. It is painted an unflattering green, and all over the visible walls on the various buildings are  creeping lines that resemble blood veins that clearly show up in a different, paler green. 

The design is an unappealing “basic,” and gives the impression of being cheap buildings that have been constructed like square and oblong boxes, with no consideration for aesthetics or complementing the surrounding environment. There was no modern, sleek look to any of the visible buildings, and one can only assume that the “veins” all over the walls have to be representing the concrete splitting from foundational problems.

Even worse is that these buildings are located right next to the sleek and solidly-built marina facility that Stanford constructed, and in front of the APC plant.

There was also visible oil or diesel of some sort on the ground.

Last, but not least, are the unsightly accommodations that appear to be housing for the Chinese workers.

To be brutally honest, I left the area feeling an absolute disgust and disappointment with what I had just seen.

As one of the citizens who is going to be forced to pay exorbitantly for this, I cannot for the life of me understand why the prime minister would accept substandard as being acceptable for the Antiguan public.

The photos clearly showed the condition of the equipment hidden away in this plant. In my opinion, the outside is almost a match to the inside equipment, and I don’t think anyone in their right mind could take a visitor up there and say with pride this belongs to us!

The only thing I “assumed” in what I wrote is the extent of the foundational problems. Just looking at multiple areas of cracking in the concrete cannot tell one the extent of a foundational problem…I do not claim to be an engineer… However that is definitely not something this citizen wants to see on a building that was officially opened very recently and we have to pay for. Perhaps you should go out there and take as close a look as they will allow (it is fenced, guarded and closed off to the public…..wonder why??)
I have no ulterior motive or association (don’t know Hadeed or own a Nissan) other than being totally fed up with corruption and the public being treated as second class citizens. The residents of Antigua and Barbuda have a right to the best their money can buy….crap, used, not working, sub-standard, overpriced etc. should never be entertained by any civil servant as acceptable for this country.

I keep hearing people and bloggers blaming David Shoul and the PM for the bad negotiations etc... well let's not forget it was the great Dr Cort who signed the contract ... so he should be banned from the ministry of finance for life!!!

APUA are a cancer i suspect the problem lies in APUA not being run as a business but for political gains. If you notice, it like other government agencies, measure their success by the number of persons it employs and not truly by how efficient or profitable it is. Until this changes, just like the general cost of living, APUA costs passed onto the consumers will continue to increase. These policies are the reasons why the cost of living in this country, continue to escalate. My finance professor will call APUA a good example of value destruction.

APUA are a cancer because:

1. Our electricity is the most expensive in the Caribbean

2. Our water from APUA is the dirtiest in the Caribbean

3. They have not published accounts for 10 years. How can a public company get away with not publishing accounts for a decade

4. They spend millions of.dollars on a new logo while our prices go up!

Because of this we struggle to compete as we are not competitive. That is why they are a cancer and changes are needed.

Miss Daisy Pestiana, Ms Joseph, Ms George and Ms Michael thank you ladies. Tenman patriotism can not be measured externally it's an inappropriate suggestion. Please tell dave that there is an Antiguan that design power plants and an Antiguan was the first Black judge in Canada. And in many countries there are Antiguans at the top of their fields. Doctors, Attorneys, Bankers and Educators and their children equally contributing. Antiguan abroard account for maybe as much as 25% GDP in Antigua.

Maybe in the pass I would rip you a new one but I retired at 39 years old and doing very well, all praises be to Jah! A lot of Antiguans I know living abroard do not fit the discription you mentioned. I broke my middle toe in Antigua and flew back to Miami to get it looked at to avoid being killed in MSJMC. I would like to call you a few names but I promised my granny that I would have compassion for the mentally ill. You statement clearly shows your ignorance. Antiguans are asking some hard questions and are demanding the right to know. They should be privy to that which they are demanding with no problem. From the way things look I do not think Antigua will have another election for a long time. Fly boy cool it down. I'd like to hear what you have not done and places you have not gone. One day the Good Engineers or One of The Good Engineers at APUA will clearly articulate on the Wadadli Electrical Power Generating Plant Project as financed, designed, built, commissioned and operated by Nationals of the Peoples Republic of China. The Truth will then be made abundantly clear as to whether there was Good Value for Money. Justice will be blind in the PRoC if there was any fraud by those Nationals of the PRoC. It will be swift and final. I am reminded of the novel: "They Shoot Horses, Don't They'" which ends with "And May God Have Mercy on Your Soul."
Good Governance in these SIDS is dependent on Public Sector Reform which has and is being Funded by The North Atlantic. Again Girvan's Lament if the “PMT” Quote:

I went to St. Michaels also Mrs. George, and the late great Ms. Joseph were quick on their belts but the quickest belt slinger was the late Mrs. Henry and if Dr. BS or David Shoulin were in her class there was no way tthey could have signed off on this genrator contract cause they would have left her class knowing how to read and read the fine print also. The question remains...not even ONE of his other cabinet colleagues can stand up and say " i will not support anything short of the truth"?

Where is the self righteous Errol Cort? Where is the loud mouth Wilmouth? What about the Christian Chandler? What about the self righteous Lovell? What about media professional Jackie Quinn?

I guess they all have diesel in their veins...not one of them will stand up for Antigua and Barbuda? What a shame!!!

The PM office appointed Sir David to lead the negoiation with the Chinese.. They where the ones who cut the Generator deal. The Pm office is who brought in the IMF, and purchase Bencorp for APUA!
Why respects an office that has brankruped the Nation????
Its like paying homage to a Dictator because he's the Big Man,and forget the pain he is putting the Nation through... The office is important but that doesn't mean we must be quite .... :-x

were in antigua a litre of coke cost $20 ec thats the problem with some of u guys u get carried a way with what u think,is antiguans like u that spend all your life in another mans country were u r not wanted,and the only job they will have u do is to join the military,clean **, and settle for the minor jobs were u dont need to apply for.And guess what at the end of the day u return some day to nothing ,and fall back on the same country to fall back on our medical amenities,yes a burden to our hospital after have never made any contribution so cold.leave antigua a lone let us be the one to deal with our upp and our alp let us deal with it please.And we dont think kfc is good food,in a fast pace world their is fast food.x soldier :-| did not mean to degrade any jobs in my comment,just trying to get a point across.

skyewill like you, I went to St. Micheal and the teacher who stood out was Miss Daisy Pestiana. She helped develop in me a love to read (research). The Power plant issue, stinks and its clear that those in control know this and are simply trying to keep things hidden. The PM likes speaking about patriotism but it would be good if he could start leading by example and show this love of country in his works.

Notice I have never drawn any conclusion on the subject of the power plant. In my humble opinion no one have answered any real questions as yet, so I still don’t know and the people in a democracy have the right to question their government, that I know. I am disappointed that there is so much ruckus , it was not done in a professional manner and that’s obvious. Tenman as you know I do have experience with this size of dollars and what we paid is a hell of a lot and I believe if we had to buy a plant ( and we did!) then why not Siemens? Why Not CAT? Why Fusel fuel burners’ period? I’m still stuck on the choice and the Loan Agreement which was published and i read it. I went to St Michael school and Ms Michael and Ms Joseph taught me to read. If this was Grammer school in my day Spoon/JAKEY,( Head Master Jacobs) and Sam would have given thos negotiators 6 each with a Tambrand branch for signing an agreement that gives Antigua no recourse. I suggest the BB or Male cattle pistle.

When a cheap item is imported into Antigua, it is taxed several times and end up becoming an expensive item. now you know how everybody like expensive things, mine maynot be better quality but it cost more than yours so that makes me better than you. So We grew up with that for slavery when we were conditioned to hate each other so the slave owner can have more control. Today instead of slave owners we have Politicians who understands this conditioning process. THIS RESULT in both political parties having the same agenda. If I can sell you a 2 cent candy for five dollars, I can have you put 1 dollar down because I love you and is doing you a favor and you can pay me the ballance at 2% interest. Ok I don't know if you know that indians from india have a special trick they teach their children. They have a method that will take your money and give you short change and confuse you while selling you a product. In Africa Akan girls are sent to the market to learn bargining skills, the negotiate everything even a taxi ride, everything. I believe what you are saying but i am still going to reserve my opinion unil I see it for myself also. Thanks..good article.

skyewill you hitting your people hard today. The problem is we allow ourselves to instead of focusing on concrete things done, we fall instead for words. Ignored is all that glitters is not gold. This is why the PM and others think that no documentation is needed, all he needs do is provide us with his opinion via a performance.

Heard Winston Derrick via Observer Radio some weeks ago say that the concrete was not poured properly. One of the problems was that it was supposed to be a continuous pour. He suggested that whoever was paid for the job needs to give back the money.

Prime Minister BS said engines alone do not make a power plant and other auxillary 'ingredients" had to be added. These other auxilliary components, he wants us to cost 153M RMB. accorrding to the listing of what was supplied by XMEX the only items that they did not supply for147M RMB are the building, tanks and piping. Do you want us to believe that these cost 153M RMB?

I was in NYC in the late 80's because a group of family members have came up from ANU to visit the great Bronx, a place I ran away from in 1979. I was teaching Military school in Mississippi and decided to leave the MB and rent a Toyota in NYC. I pulled up on Davidson Ave, Nuff Antiguans. on of my cousin was so amazed at the Toyota that I realized that he may have had a heart attack if he saw my new MB sitting at home in MS. His behavior was very surprising to me because alter all it was just a Toyota and very common vehicle. Later I realize that Antiguans are conditioned to accept Poopoo for Sugar and the Politicians know it. What do you expect from a place where a 2 liter of coke cost $20. Here Coke becomes Champaign and KFC is real Food.

And the blogger GUES 2 is the persob who said that he was an engineer at APUA responsible for the civil works at "weadadli power plant". He also tried to persuade us that the engines were new. The building is new but substandard and so it is easy for GUES 2 to summize that the engines are new but we believe differently. How in high heavens can the building plus the tanks and piping cost 153M RMB? GUES 2 is very close to BS and so we cannot expect better from him. The other question that I want answer to is: where did he study engeneering and what field of engeneering did he study?

i agree ,but it is a new power plant thats what they kept saying in the press meeting.but the engines are different than the buildings ,and this is our focus for now the engines.
