Government Condemn Picket on Chinese Embassy

Residents Picket Chinese EmbassyAntigua St John's - On Tuesday, residents picketed the Chinese Embassy in Antigua, demanding the release of public documents and calling for accountability and transparency in government.

"The Financial Administrative Act passed by the Baldwin Spencer government clearly states that they have to seek parliamentary approval before there are any debts assigned to the public in the Consolidated Fund," one picketer said. "Before, not after."

Others expressed doubt about APUA's knowledge of the deal, and the condition of the engines.

"And if you notice too, they were not able to say the generators are new until the Chinese said so," another picketer said. "So what happened to our people? Don't they know when generators are new? He clearly violates the law that his government passed, plus the section of the constitution that deals with financial control."

In response to the protest, the Prime Minister's Office issued a press release condemning the "mercenaries" and "convicted criminals," who are known associates of the opposition Antigua Labour Party.

The release said, "The Office of the Prime Minister views this attack by these known mercenaries and convicted criminals within the Antigua Labour Party as a strategy to destabilize the relationship between Antigua and Barbuda and the People’s Republic of China, particularly as they relate to the number of projects being undertaken by the Chinese Government in Antigua and Barbuda."

The press release also said that Ambassador to China David Shoul and his Chinese counterpart, Ambassador Liu Hanming, would continue to work on "how best the Chinese Government can serve the nation of Antigua and Barbuda".

The release is reprinted below in full:

Opposition Antigua Labour Mercenaries Attack Relationship between Antigua and Barbuda and the People’s Republic of China

The Office of the Prime Minister on Tuesday condemned an attack on the excellent relations between Antigua and Barbuda and the People’s Republic of China by a known group of mercenaries within the Opposition Antigua Labour Party.

On Tuesday, a group of known supporters of the Opposition Antigua Labour Party armed with placards and loudspeakers congregated a few feet away from the Embassy of the People’s Republic of China in Marble Hill and verbally attacked the Chinese claiming their involvement in the politics of Antigua and Barbuda, corruption and making reference to the New Wadadli Power Plant at Crabbes constructed by the Chinese Government.

Residents Picket Chinese Embassy

The Office of the Prime Minister views this attack by these known mercenaries and convicted criminals within the Antigua Labour Party as a strategy to destabilize the relationship between Antigua and Barbuda and the People’s Republic of China, particularly as they relate to the number of projects being undertaken by the Chinese Government in Antigua and Barbuda.

Prime Minister Spencer however pointed out that Antigua and Barbuda’s Ambassador to the People’s Republic of China Sir David Shoul will continue to work with his counterpart Ambassador Liu Hanming in delivering on a number of projects in the interest of the people of Antigua and Barbuda and no demonstration by questionable characters within the Antigua Labour Party will stop them.

“

The new airport terminal project at the V.C. Bird International Airport is on schedule with the arrival of sixty-four containers of material, the Gray’s Farm Drain repairs project will commence in two weeks and the preliminary designs and MOU for the 750 student capacity secondary school in Five Island have been signed by Ministry of Public Works officials and representatives of the Chinese design team.”

Ambassador Shoul is also in discussions with his Chinese counterpart Ambassador Liu Hanming on how best the Chinese Government can serve the nation of Antigua and Barbuda as both nations get set to celebrate the 30th Anniversary of Diplomatic ties.

Prime Minister Spencer also issued a call for the leadership of the Antigua Labour Party to distance itself from the group of mercenaries who launched this latest attack on the relationship between Antigua and Barbuda and the People’s Republic of China.

A Press Release?

#31 Fire Merchant » 2012-03-08 12:15

This press release is of the lowest low. It represents a kind of callous and uncouth thinking not fitting of a person in the high office of the PM. Why would PM BS allow anyone to release a Press Statment with his approval that protray such witlessness, senselessness and beastly content?

Does the PM understand the words that are being used on his behalf? I know he is from Gray-Green but those people may be poor but they brighter than that. Merchant is an idiot to allow this Press Release to go into the public domain. It's a total shame of media finesse and strategic savvy. Fire Merchant PM BS

Dear UPP politicians,

If you care for the well-being of Prime Minister Spencer and your party, I suggest you form an intervention to get him away from his Chinese comrades. They are a bad influence. Before you know it, he will start carrying a little red book and banishing critics to the island of Redonda for reeducation and 15 years hard labor.

Yours Truly,

I would put it to you BS, that not only are you seemingly suffering from intellectual impoverishment, but also intellectual mendicancy; because when you go cap in hand to people within your party begging for big words to insult people, you are clearly unable to apply those words in their correct context.

This Man have big Doctorate and call figures so;

"On the 5th of the 5th month. which is may, am I correct"? "Eighty eight million, zero five zero, zero zero zero point zero zero."
B.S. you are a disgrace to the position of Prime Minister, furthermore you are a disgrace to yourself and most importantly; to the state of Antigua and Barbuda.

#24 Joe Public » 2012-03-07 16:19

B.S. really issued a statement that protesters are "mercenaries and convicted criminals"?

This coming from a PM who refused to let the current Minister of National Security step down as he is fitting to be sued by the U.S. Who sees no need for an investigation as to how and why special warrants were used to bleed the treasury of funds for the numerous fencing and building scandals.
This from the guy who threatens to sue because his involvement in the generator scandal is slowly being revealed, whilst on the other hand he has seen to it that none of his Ministers of Finance have brought any audited accounts to the Parliament.

Remind us B.S, who exactly you're referring to as mercenaries and convicted criminals?

#19 Lester Baldwin » 2012-03-07 13:27

We will see who the real "convicted criminals" are soon ... very soon ... Mr Spencer ... Is the PM somehow trying to say that "convicted criminals" have no right to protest? Even if they were "convicted criminals" they are free nowa nd rerhabilitated I hope. But the PM's statement does not address the reason for the picket ... instead he is asking the ALP to distance itself from the picket (after he disses them of having sent the mercanaries and known criminals") ... This PM is hilarious!!!

The PM reminds me of the lady in the movie Dancehall Queen who let a man take advantage of her teenage daughter and told the girl not to say anything because the man was taking care of them financially ... is our PM so desperate for the Chinese "gifts" that he is willing to do that to our Nation? Well it seems he has to because if you take away the Chinese projects and the Chavez loans ... what does the Baldwin Spencer administration have to show?

"The new airport terminal project at the V.C. Bird International Airport is on schedule with the arrival of sixty-four containers of material"...
Will anyone trained in western building standards and safety codes be checking the quality of the “materials” arriving in the 64 containers?

I am proud of the demonstrators standing up for what is right. Personally I am not seeing a "mercenary" or "convicted criminal" in the group...just a group of concerned citizens who care about their country.

#17 Tell the Truth » 2012-03-07 12:37

Come on Mr Spencer we all know your hiding something regarding these generators.

In the first place you broke the law by purchasing these generators without bringing it to parliament. So who authorised the payment? Oh I guess that must have been you, clearly we do have a dictatorship running the country!

This plant is going to fall apart in the next couple of years. The concrete base for these generators is not up to spec, just compare it with the Hadeed plant. the walls are crumbling already because the containment building should not have been made of block and cement. And the generators themselves look older than the 15 year old plant the Hadeed's are still running.

And how much are we paying for this pollution creating crap? There was a modern plant built and in place but in your pride you turned your nose up to the Hadeeds and bought a pile of junk in place of a modern computerised power station.

There's no fool like an old fool.

It is just amazing that the PM would called the people of this country "mercenaries" and "convicted criminals." Many of whom are the very same people that voted for the PM in 2004 and 2009! Now he is the Prince he looks down to them as "armies" trying to overthrow him! We have seen the word "mercenaries" used a lot in Machiavelli's "The Prince." Accordingly, in the book, it states that Quote:
There are three types of armies: a prince’s own troops, mercenary troops, and auxiliary troops. Mercenary and auxiliary troops are useless and dangerous. Mercenaries are “disunited, undisciplined, ambitious, and faithless.”

Let me say it again, "Mercenary and auxiliary troops are useless and dangerous. Mercenaries are “disunited, undisciplined, ambitious, and faithless."
www.sparknotes.com/philosophy/prince/section6.rhtml
Obviously, the Chief Servant is caught-up in "friction" novel! The public needs to remind him we are living in "real" times and a "non-friction" world!

The PM once again removed his own "goal-post."
quote]The Financial Administrative Act passed by the Baldwin Spencer government clearly states that they have to seek parliamentary approval before there are any debts assigned to the public in the Consolidated Fund," one picketer said. "Before, not after."
laws.gov.ag/acts/2006/a2006-23.pdf
It is written in stone for all to see and the PM to follow in Part VIII (Authorisation of debt, page 37 of 53)! Unless, the PM is reading the Chinese version, I could see this "crystal clear" with or without gl**! The PM is his own "enemy," as he has clearly broken his very own laws of the land! Mr PM, as you set your own rules of "standards," please bear in mind that the following:

Stupid actions from stupid peole. This is situation is like a woman suspect her husband cheating, but instead of confronting her husband and getting all the facts she goes out and attacks the woman. The woman who has no obligation to her, has never made an oathe and owes her nothing. Woman deal with your husband....... If we need facts about the Plant then deal with Baldwin Spencer, and leave the Chineese out of it until we do have the facts. These actions just shows the world how ignorant Antigua people and by extension ALP are

Meanwhile, the police are investigating a report of larceny at an Antigua Public Utilities Authority (APUA) cell site in Coolidge. A supervisor went to the site shortly after midday on Sunday to carry out a routine inspection and discovered several pieces of ground copper wire had been removed. The theft is believed to have taken place sometime between 4 pm on Friday and 11 am on Sunday. To the Prime Minister, do you know what is a mercenary?
"A person employed to fight in an armed conflict who is not a member of the state or military group for which they are fighting and whose prime or sole motivation is private gain; motivated by private gain." The Prime Minister seems to be using words these days that could only be found in the vocabulary of a dictator. In addition to that, the constitution gives people the right protest...lest he forget, it was the same constitution that gave him the right to protest for every little things while in opposition. I do hope Antiguans are watching the transformation of the PM into a political beast...You can't question his actions, you can enquire of statements, you can't protest...the list goes on.
