ALP Cries Foul Over Boundary ChangesAntigua St John's - Proposed radical changes to the existing electoral boundaries in Antigua and Barbuda to be recommended by the Boundaries Commission have the opposition Antigua Labour Party seeing ‘red’.

The ALP member on the Commission, James ‘Jimmy’ Fuller, said on local radio that the proposed changes being contemplated amount to nothing short of gerrymandering.

He said the changes are being done with a view to weaken the ALP and to make it easier for the ruling United Progressive Party to return to office.

According to Fuller, among the changes is a move to fuse the constituencies of St Peter and St Phillip North into one, with a similar action in the south involving the St Mary’s North and St Mary’s South. He noted, however, that the number of constituencies will remain at its current 17.

Fuller hinted that the party is considering legal action to prevent the government from going through with the wholesale changes.

This has been confirmed by ALP Chairman Gaston Browne, who said that while there may be need for some equality in the numbers of people comprising a constituency, the ALP will not support radical changes that would put it at a disadvantage.



“While the proposals are preliminary recommendations, we have learnt from our member on the Commission, Comrade Fuller, that the changes being planned are tantamount to gerrymandering. We plan to resist this vigorously, including taking legal and other protest actions to stop the government in its tracks,”he stated.

Browne said the UPP is seeking to attain an unfair advantage ahead of the 2014 poll, but the ALP will not sit idly by and allow that to happen.

He said there is precedent for legal action against proposed radical changes to electoral boundaries as evidenced by what happened in both St Kitts-Nevis and Dominica.

“In both Dominica and St Kitts-Nevis, the governments attempted to change the electoral boundaries in an attempt to gain an advantage; but when the opposition parties took the matter to the court, the rulings were made in their favour. So there is precedent for our proposed action,” he explained.

Chairman of the Commission, Clarence Crump, could not be reached for a response.
Under the Constitution, a Boundaries Commission is to be set up and submit a report prior to each General Elections.

Has anyone bothered to consider whether or not the proposed changes might ACTUALLY be necessary? I'm sure most persons would agree that some constituencies are way too large compared to others. If the desired objective is to achieve parity where the size of the electorate in the 16 constituencies on Antigua are considered, then I think it's a good thing. Just my two cents.

Which parish of Antigua is CHINA in? Both parties seem to agree it is in theirs! With 1 billion people in that Parish I guess the party that supports the Chinese will win unless the wolfs teeth are as big as his snarl. Rare to see agreement between Red & Blue , perhaps they have decided we are indeed all on the same team - 'Sold out for One billion (secondhand) Chinese gsm noodles (addictive)' with the last No. 39 (freeze dried lobster) served from the menu by the Antiguan waiter. I am going to kick back and watch 'Hero' on my cheep Chinese Goggle box. One China, One Antigua.

I was against gerrymandering when the ALP did it and I will be against it, if it is done by the UPP. Isn't there a time limit for "boundary changes" to be done? This is too close to the 2014 election.

Ruler looking at the election results for the constituency formerly All Saint beginning in 1971, I can't see how you can say that it was a PLM stronghold when it was divided. In 1971 the PLM won 1,039 vs Alp 421. In 1976 ALP:890 vs PLM:1,352. Then in 1980 the result was ALP: 896 PLM:887. The constituency was then divided (All Saints East & St. Luke, All Saints West) by the next election. Ruler how can you label this a PLM strong hold because clearly in 1980 it was not? As an aside, Ruler I like the added touch of adding that link, no one in their right mind can say you are making things up.

there is soo much that the alp can do what about the citizens? if this issue ,the power plant, the fenceing scandal are bothering the citizens so much why not start to protest on their own stay home from work or go slow march picket do something rather than sit behind the computer and talk! we need as the citizen to start do something and not wait on them politicans.. when we start then they can follow!

I agree with Youth Elijah, elections should be in accordance with the Parishes. There are far too many MPs grasping for power an insufficient work done in respective constituencies.

These views were recently communicated amongst some friends in St.John's, there is an urgent need to reduce the amount of MPs and managed the country's interest.

What a great and forward thinking suggestion. This is what the nation's political system needs, a shake up to its very core. We were given a system by the British without ever truly **sing its benefits and flaws for our small island nation.

I would take your solution one step further and propose the dissolution and prohibition of political parties. All candidates should run as independents with parliament consisting of elected equals debating the way forward. Can't put party before people if there is no party.

This should have been undertaken years ago. Two much inequity in the distribution of the constituencies. Some people who lost their seats got twice as many votes as some who won. This excercise is carried out in all civilized countries where population shifts impact electoral boundaries. In NY State today there is an election to choose which one of 2 sitting representative will run in the fall because one of the areas will now be subsumed in the other. Bird nearga cry foul for ebrything once is not dem doing it.

O.k.. hmmm interesting the argument of contention from oneside is that changing it will give the othersidde the advantage over the other but question...

Doesn't leaving it gives an opposing side the advantage still over another??

hmmmm more between the lines than in the print or should I coin ...more in the boundary "lines" than in the representation of the electorates.

What people don't understand is we are now living with a Dictator at the head of the country who is determined to remain in power at any cost.

Why do I say that? Well does not a dictator ignore the laws of his country (Building the new airport terminal on land the government does not own).
Does not a dictator bypass and overrule his country's parliament (Purchasing the Chinese generators without parliamentary approval).

And the definition of Dictator from the dictionary: a despotic system ruled by a dictator possessing absolute power and absolute authority.

Nothing new here! The PM and his cronies are going to the ends of the earth to "cut-the-head" off the Loyal Opposition! Gerrymandering or not, the GOAB will try to get advantage with the boundaries, which many believe "save" the PM from a defeat in 2009! Well, just like the ABEC, the Boundary Commission will not get NO "sleep" or "rest" in this country! It is up to the "electrorates" to take back the boundaries or go along with it!

Party Politics at its best, you can see that ALP na hab no interest in the people welfare just concern about them political agendas, talking about them being disadvantaged (chups to ALP and chups to UPP)..

WHAT ABOUT THE PEOPLE INTEREST, WHAT ABOUT OUR REPRESENTATION?

I am in NO WAY SUPPORTIVE of any of these proposed changes to the boundaries, as it offers noting new to any of the electorate in Antigua & Barbuda. the idea of even dividing communities has been and is just wrong..

I propose having the boundaries be based on already established demarcated lines (i.e. Parishes) so that we can have 6 constituencies in Antigua and 1 in Barbuda and we establish 1 more constituency (#8) which incorporates the entire electorate so we the people can elect the Prime Minister and end any waste of time political arguments of who the leader should be...

After election we can start decentralizing power & begin looking at having people who actually live in respective villages to work as local government representatives for our people and start building back our communities... :lol:

The ALP knows a thing or two about gerrymandering; I remember as a boy what they did to places like All Saints which was a single constituency was split in two. This was a strong PLM stronghold so I guess that the party with a history of gerrymandering feels that whenever there are any attempts to streamline the disparity between constituencies where some has several thousand while some just have a few hundred it’s gerrymandering.

As for comrade Jimmy’s assertion in the Daily Observer that this is a mover to get Lester out of parliament, perhaps he did not get the memo. In the same publication in which Gaston admits he is mobilizing for leadership is quoted as saying this.

why i am getting this feeling that this UPP government is trying to create/recreate history. Its like they are on a mission to ensure that they become apart of history. why would they even think of these ideas like change boundaries, do you have a printer? do you have a proper list of voters? what really is this :sigh: :sigh:

Leave the boundaries alone. It’s like moving the goal post in football so that the ball will always find the net. lol Bit on a serious note, this is gerrymandering and not good for our democracy. Fusing St Peter and St Phillip North and St Mary’s North and St Mary’s South into one will give an advantage to UPP.
