Proceeds of Crime Unit Makes History

Cash ForfeitureAntigua St. John’s - The recently established Proceeds of Crime Unit (PCU) within the Royal Police Force of Antigua & Barbuda has made its first successful Cash Forfeiture under the Money Laundering Prevention Act 1996.

As a result of a collaborative effort between the Criminal Investigation Department (CID) and the PCU, officers from the CID took possession of $17,800 found in a motor vehicle belonging Chalissa Phillip of Yorks.

According to a release, the case surrounds an investigation into a report of larceny that was made some time ago.

Subsequently, the PCU commenced investigations into the matter, and in November of 2011, applications were filed in the court to have the money seized after evidence proved that the proceeds were gained from some form of illegal activity.

The Court was satisfied with the application and issued a detention order for the money.



On Thursday, June 5, the matter had its first hearing before Chief Magistrate Joanne Walsh, who heard legal arguments from both sides before the matter was adjourned.

On July 26, the court resumed its hearing into the matter and Chief Magistrate Walsh concluded that the money was in fact the proceeds of some illegal activity and forfeited the money to the State.

The Commissioner of Police, Mr. Vere Browne, wishes to recognise the efforts of the office of the Honourable Attorney General, the Criminal Investigations Department, Mr. Roger Moore and the Eastern Caribbean Financial Investigation Advisory Team (ECFIAT), and in particular members of the Proceeds of Crime Unit headed by Inspector Morrison Thomas, for their contribution to this historic event.

So will this money be used to compensate the victims of Antigua's SIB crimes?

When the corruption is at the top , we cry out in vain. Where is Dante Tagiavente money now?According to the ACt his arrest for Drug Trafficing is enough to have not only his money but his property siezed.
Why is ONDCP and now the Police silent on this matter, they hold the little fish and let the Great White Sharks go free as usual.

Since the Act was established in 1996,
A...why was the PCU only recently established?
B...will they only go after cash?
C...will businesses be targeted and investigated?
D...is there a statute of limitation or can credible information as far back as 1996 be used to initiate an investigation?
E...what are the PCU's latitude in regards to bank accounts both off shore and local?
F...CAN THEY INVESTIGATE PARLIAMENT, SINCE ALL RECORDS/DOCUMEN TS SHOULD STILL BE PRESENT, EVEN THOUGH SOME MIGHT BE SEALED IN THE INTEREST OF NATIONAL SECURITY?
G...will and have they investigated The Royal Antigua & Barbuda Police Force since 1996 and their handling of evidence, to wit, money, drugs, confiscated items, jewelery etc?

Well done. Now start investigating all tose who have mansions and luxury cars that their legitimate income could never purchase. It is time to apply the Proceeds of Crime Act and Civil forfeiture laws to the benefit of Antiguans. Check the Land registry for properties purchase in the names of their mother sisters and brother, aunties, cousins close friends and of course their mistresses and wives

That's nothing: James Davis testified that hundreds of millions $US was deposited in Bank of Antigua in the weeks before it was "compulsorily acquired" (that's the official term for Theived, right?) by the GOAB/ECCB yet no one, even the so called receivers Wait and D.i.c.kless, have moved a finger to recover it.
