Immigrant Chief Condemns Exploitation

Major Ivor WalkerAntigua St John's - Head of the Immigration Department, Major Ivor Walker, is strongly condemning the exploitation of women, many of whom are lured to Antigua under false pretenses and forced to become sex workers.

Speaking on a radio discussion programme, Major Walker said he is very concerned about the exploitation of anyone, particularly children, domestic workers, and women.

“We have had training sessions with police and the Labour Department, as these departments must work together on the issue of exploitation of workers," he said. "It boils down to unscrupulous people trying to enslave people. That’s the bottom line. That’s what it is!”

Major Walker, a lay pastor with strong Christian beliefs, said his principles take a different perspective on sex workers. “How can you just abuse a woman like that? That is my problem! Whether you think this is a moral issue or not, how can you just trick a woman into coming into the country and abuse her like that?” he asked.

He said Antigua & Barbuda has been blacklisted because it is cited as one of the countries in the Caribbean where human trafficking takes place, and it is largely those people engaged in the sex trade.

“Just a couple of weeks ago, this US report came out, and they are citing the exploitation of women as sex workers up and down the Caribbean, and the country has been listed,” he added.

He noted that there are now very strong laws on the books – the Trafficking in Persons Act, and the Smuggling in Persons Act – that make conviction on these crimes as high as $350,000.

“It’s just a matter of time,” Walker warned, “The law's now on the books, and it’s just a matter of time before all those places in St John’s that constantly exploit women will have their due. It’s just a matter of time!”


Walker said there are many Antiguans who facilitate the business, and while immigration officers do their job, when the women appear at the airport they are asked the standard questions, as required by international protocols.

According to Walker, many of the women are turned back at the airport, but of those who are allowed in, many have been told they are coming to work in restaurants, or as bar maids, or even domestics, and then their passports are taken away and they are forced to take up jobs as sex workers, under a variety of threats.

He said there have also been cases where the women run away, and turn themselves in to the authorities.

The OECS law which is in effect will only make matters worse. Not only women will be arriving in the island of Antigua an other Caribbean island in droves, but all the criminals and drug pushers and dealers, since there will be no restrictions. The sex trade which has been in effect a long time ago will only encourage more women to be abused. How can these people say they are being hired as bar-maids and restaurants etc when there are no jobs available for the Antiguans? This sex trade has been going on for too long and the former government was very aware of that and did nothing to stop it. I am happy to heat that Mr. Walker is attempting to address the situation. Please deport these unwanted rejects; they are destroying my country.

Great research, I stand corrected. I shall now pick on poor Canada who still screens immigrants..not only for HIV but hepatitis, even diabetes depending on ure country of birth.
So where do we go from here. We should not screen for HIV although we do have a problem with human trafficking, prostitution and high HIV infection rates. God forbid we offend someone.

I notice you never paint my jousting partners as red, as the HIV tainted blood, that will according to infection rate will soon touch them or someone they know. Their feigned love for the bottom of the barrel that we attract here to sell sex and security is fueled by the fact that they vote for the Reds in large numbers and we must do or say nothing to offend them. I cannot afford to quote Shakespear or post Haitian hero history because I live here with my children. I dont have the luxury of watching my country slide into a giant strip club on TV. Nuff said.

make prostitution legal, that will remove the sexslave trade and will open ways to prevent the spread of HIV with proper regulation and education. We are all here today because of and act of intercourse so it is as normal and good as nice mango, remove the shame , stop the blame and lets get real. ;-)

Desal .we are not far apart on this issue and Chef understands what you are saying , but let us not act fooly .I agree until recent most ** male and female came from poor Caribbean countries.
the job they do carries a greater risk of HIV infection, yet the service they offer in Antigua is mostly used by Antiguan's or why else would they come to Antigua?
So Antiguan's who do not care to be tested or simply don't want to know now spread the HIV but it goes unreported, and after a wild Friday or Saturday night they go to church and home to the wife and or girlfriends.
It can takes years before symptoms appear it will take a little bit longer before we will see that if close to 86% of non national ** have it(as you have stated) before we see the real effects of aids.

I am truly disappointed with Dr. PM. No doubt that his mentee behaves in a similar vein. And folks complain about LIAT's Staff and Customer Service. I tell you,having held Senior Executive Positions, had I responded in such a manner to anyone, I would have been taken to the carpet. The Rot is getting worse each day. If you took the time to read what I wrote you would realize i said REPORTED HIV cases as reported by the AIDS secretariat in Antigua. Now the unreported ones may (or may not) speak to the low %age of Antiguans with HIV however the its no rocket science to see the correlation between the influx of trafficked women from JA, GT and the DR with the increase in HIV cases in Antigua. I have no problem with the legalization, however they still would need to be screened.

Dessalines you keep spouting misinformation. I am so very tired of correcting you. The US and Britian do not currently have a policy in place of testing persons entering the country for HIV.The US discontinued it because he stated it was "rooted in fear rather than fact.”. Oboma ending the testing of Immigrants for HIV in October 2009 (see www.nytimes.com/2009/10/31/us/politics/31travel.html). As far as Saint Kitts go, let Obama words be your guide.

Hate? Point me to any hateful thing I've said or done concerning non nationals. The article clearly states we have a problem with prostitution in Antigua. Another clearly state that of the REPORTED HIV cases 86% are non nationals. So excuse me if as a patriotic Antiguan I request that all non nationals wishing to reside here (even if to ** themselves) be screened before being unleased on our unsuspecting populations. What is so hateful about that. The USA Britain St. Kitts Guyana all have that policy in place. Are they being hateful??? We are already the prostitution capital of the caribbean are we going to wait until our HIV rates mirror Haiti's to take action?

This situation have been a problem for a long time and only now they choose to address it because Antigua have been exposed in a report. Government officials have also partaken in utilizing these sexslaves for their own personal entertainment. If they really cared about the women they would have taken action long time ago when brothels were popping up all around Antigua like KFC's. Like Mr. Morris stated if the law is in the books then why are these whore houses still operating?

Dessalines I am probably belaboring the point. The interview which spawned the article (I provided the url) spoke of the fact that the stats cannot be depended on in reflecting things on the ground because there are too many unknowns. Again one of the reasons cited was because private clinics do not report their figures. In addition, it highlighted the fact that too many locals are not getting tested and speculated the reason was probably because of fear of stigma. Dessalines honestly what you continue to show is hate for a group of people and its wrong

I got the figures from an article in Caribarena. The article stated that out of the 600 plus cases of HIV over 86% were non nationals. I'm sure you can find the article.

Now the fact that we are unable to measure the number of nationals or even if the number is underreported does not change this fact.
Let me rephrase the KNOWN (or reported ) number of HIV cases in Antigua is 86% non national. Is this being clear?

The interview occurred Aug 4th 2011. Beginning the video from the 39th minute (use the slider), If you listen you will hear it stated that there is no evidence that non nationals make up the majority of persons with HIV. I know this will make no difference to persons like Dessalines who would prefer to see non nations especially from the larger islands, as a splurge on our island

Dessalines stop the lies. I listened to the recent interview with the AIDS secretariat and they went out of their way to say they have no evidence of what you stated (None nations making up the higher percentage of persons infected with HIV). They pointed out that the private clinics do not report their figures to the Secretariat. They also pointed out that many Antiguans prefer to not get treatment because they are afraid by doing so they will be stigmatized..

I believe the figures are correct. But here is the problem. Under Dr. Cort everything was changed without understanding the implications. Prior to 2009, all of the Clubs had a quota of 'dancers/entert ainers', based on size etc. This was strictly enforced. There was control and the good Doctor visited regularly. Then all of this changed and now it is a free for all. As I have said, we will never be able to stop it, so control is the most sensible way. Or face houses in all the villages becoming places of dancing and pleasure. Do we really want this? And don't believe for a second that it is only foreign females involved. How will you stop Antiguans? They don't need Immigration time and work permits.

Are you sure with your statistics about the majority of Aids cases been non-nationals? Do you work for the Aids secretariat? In times past ,these houses of ill repute was often visited by a particular Doctor,whose duty was to make sure that these ladies were free from certain diseases,if they were found to be so,they would have to leave.Also we must take into consideration that these ladies are working,so they would care to protect from pregnacy at least.It is those who work undercovers that poses the real danger@ R baptiste, cant help but notice how arrogant your comments always are,you left Antigua for greener pastures,some c,bean nationals choose to come here for the same reasons, you have made no contributiuon to the devl of the country you claim to love,so why are you so against any foreigners who come here,As far as i am concerned,you can stay where you are and leave us alone here,you never have anything good to say about Antigua,yet you defend the UPP govt with vigor.

As I noted earlier, Colonel Walker is a good man but he is a creature of his Christian life style under the thumb of Jonas that prevents him from doing his job properly. He does not understand the issues and is fooled by some dancer who runs into a problem and then rushes to Immigration with lies about being fooled. This is a social and economic problem that every country has had to address. In Holland, prostitution is legal. The ** must be licensed and must have current and valid health certificates. In the early 90's VC tried to close the clubs and many of the women left the established Stables & Bruce's and began to operate out of their homes, in villages and communities.
The trend has changed from Brothels of old to Clubs with dancers now. Wendy's is the only combination of both and Stables and Bruce's are practically closed.

You are correct that closing the 'clubs' will be counterproducti ve. My beef is with the immigration protocols. The immigration department can consider itself the main facilitator in promoting prostitution in Antigua and Barbuda. Over 86% of our AIDS population are non nationals and more are coming every week because we do not have a system that screens them like St. Kitts or even Guyana does.
Walker and the government in general has a lot of soul searching to do for allowing this onslaught on the culture and health of Antiguans by these non nationals.

if this was the only problem,then Antigua would be a lovely place to be,owing to the fact that its the worlds oldest profession. Saying all that,i dont beleive for one second that anyone is lured into this,they know exactly what they are coming for. The US always know about Human rights violation, how come they dont know that an entire city was destroyed for violating Gods Laws,mainly through the sin of Sodomy. Most recently,the great NY joined with the Sodomites of the earth,and made a mockery of Gods will,by making it right to join two men in marriage.Tell me which is worst,prostitut ion or sodomy? Sorry i will take prostitution anyday, They need to clean up their house first,before they try to clean everyone elses.And NO,i am not a **,just a realist.

Colonel Walker is a good and decent man so he would not have visited one of the Clubs. None of the 'dancers' at the established clubs have been tricked. They know why they are here and all of them actually make the call and initiate their coming here.
The so called 'Christians' will shout and scream but from Biblical times this is the oldest profession. It can never be stopped. If we close the clubs, we will force it underground and create major problems. We need to monitor and control what happens.

1.) Why has there been no arrest or closure of any establishments on the island. 2.) How could there people be allowed to come in to work without the required documents. 3.) Who are the people requesting these work permits from the labor department? This is not rocket science. In my recent visit to Antigua, I was disgusted by the amount of foreigners drunk and hanging around the (VC Bird bust) market & Kennedy; selling trays; cooking & selling on the streets; running illegal bars; selling illegal DVD on the street etc. Antigua’s intellectual stock has dropped to a new low. Antiguans and Barbudians need to mobilize and do what the politicians have failed to do. This open door policy will never work. The free movement of people has attracted the bottom of the barrel.

Here's a suggestion Mr Walker, if we don't have the balls to require a visa from these non nationals who are turning our country into the Caribbean's whore house. The law you quoted is only applicable AFTER you have caught these offenders and from the looks of it, they are given us the finger and operating openly without fear of prosecution.

Vet the sponsors. Have the sponsors show proof of funds, bank statements, IRD, SS, MB letters, proof of address in the form on APUA bills. Let them show they have the funds to pay these workers for the length of time you give these women extensions. Then these applicants should be made to return home and apply for a work visa/work permit.

On a final note, these women who turn themselves in, have their 'sponsors' ever been prosecuted?

Once in Antigua these JA and GT and DR 'tourists' apply for an 'extension' facilitated by the human traffickers as bar maids, house maids, baby sitters, cleaners etc. And once that extension is given (facilitated by long eyed immigration officers/charit y workers) they remain in Antigua indefinitely until they qualify for citizenship. So we are building a nation of pros*ti*tut*es, pimps and who*r*es.
If we continue on this path, Antigua will have the highest pros*ti*tute to citizen ratio in the entire world. On top of this they are breeding like rabbits. Arent we supposed to be attracting high worth immigrants to our shores???

This is my primary problem with officialdom in Antigua. First we have a labour commissioner who have no idea what our unemployment rate is, yet he is issueing work permits to non nationals. (I guess he's waiting on a report from the US or UN) Next we have a Immigration chief complaining about human trafficking, and he prodded into action by a report from the US of A. Who is running Antigua, the USA? Why cant Antiguan officials do their investigations and reporting???
Walker is saying that the women are told they are coming to WORK in bars and restaurants when they are allowed in. Do they have work permits Mr Walker, is that what they tell the officers at the airports???
No Walker, they all come on 'vacation'. Their passports are stamped ''employment prohibited' at the airport because that the pretext they come into Antigua under. Tourism. They are not vetted properly at the airport, a VISA system needs to be implemented for Jamaica and Guyana where 80% of our pros*ti*tut*es come from. Period.

Just a matter of time? If the laws are already on the books and you already know who the culprits are, what is taking you guys so long to act and enforce them? Politicians? For something this serious we do not have time to waste, because more damage can be done the longer we wait to act.
