Work Begins on Proposed Media Policy

Elijah James a representatives of one of the human activists groupsAntigua St. John's - A two-week timeline has been set for the completion of the first draft of a policy to regulate content publicised by the media in Antigua & Barbuda.

The directive was given on Friday during a two-hour long meeting that brought together representatives of human activists groups such as Walking Into Walls, Women Against Rape(WAR), Together We Must, Meeting Emotion and Social Needs Holistically, and the Directorate of Gender Affairs.

One of those present, Elijah James, was tasked with coordinating work on the draft document.

"We would look at examples in others countries, tailor it to suit our situation here and come up with a final draft in which we would engage the authorities responsible as well at the artistes, and the media houses in further discussion," said spokesperson Alexandrina Wong.

The decision to develop a policy followed controversy over the 2012 Road March song "Kick Een She Back Doh", which WAR and other groups contended advocates violence against women.

"We have decided in going forward, the issue is going to be focusing on violence and what should be broadcast in the public domain whether radio television or others," Wong said.

The group is scheduled to meet on August 24 to discuss the document ahead of its distribution to interest groups for further scrutiny.

The aim, Wong said, is to have the document in place by year end.

If Wong does not like what is being played on air, turn it off. YOU DO NOT HAVE THE RIGHT to censor us and tell us what to do!

Censorship

#7 JP Farnsworth » 2012-08-14 09:38

I think the word we are all looking at is 'CENSORSHIP' it's where a small group tries to tell the majority whats good for it.

I also refer to it as the "Crushing of Artists"

Just Wondering???

#6 Toronto Antigua » 2012-08-14 08:25

Are they going to try and control what people play in their cars and homes, especially from regional radio stations; what is being shown at the cinemas;or what is being sung at live shows? A lot of the television shows are North American, are they going to censor them too?...This kind of thing is being done in Muslim countries and it has no place in Antigua. If a song is being played on the air waves and parents find it inappropriate for them or for the little ones to listen to, they have the power to turn the radio off in their own homes. Living in Toronto, we get all kinds of music and television shows and my kids know what they are allowed to watch and listen to in our house. I can't control what they listen to at their friends house but that is all part of life we have to take the good with the bad.

Suppression of Freedom of Speech is a self serving aborition by dictators that would control what you can or can not hear, see, say or do!
While some might consider it trash others might not. Today you can't say one thing what can't I say tommorrow? While profanity and obsenity walk a fine line so must we to prevent creative intelligence suppresion.
You can say that a song implies one thing and maybe it does or it does not but the artist has accomplished their goal and made you think even if it does make you made it made you feel and that is what art is, it is a feeling.

Take a page from the FCC

#4 Johnny » 2012-08-13 01:46

Take a page from the FCC and be careful that your efforts do not suppress freedom of expression and speech, especially if a song, for eg, does not pose and clear and present danger to society....

"The FCC is barred by law from trying to prevent the broadcast of any point of view. The Communications Act prohibits the FCC from censoring broadcast material, in most cases, and from making any regulation that would interfere with freedom of speech. Expressions of views that do not involve a “clear and present danger of serious substantive evil” come under the protection of the Constitution, which guarantees freedom of speech and freedom of the press. The FCC cannot suppress such expressions."

I hope these people fail. If they didnt try and ban the stupid song it probably wouldnt have made it to being road march and get so much air time. Where were these people when Swallow in the 18-6 song said you should throw acis in gay peoples backside, and pull out their tongues with pliers and all kinds of other violence verses. 18-6 made Buju Bantons "Bum Bi Bi" seem tame. I guess 18-6 fell under the radar. Ban all those that like to ban songs.

be careful part 2 of 2

Quote:
“When legislation is being passed and in many instances as the Evidence Act which the learned DPP is indicating, there are provisions which have become thorns in the prosecution's side. What happened? It is simply because in the Caribbean we are copycats and we are too lazy to think for ourselves or to do for ourselves in many instances. And so it is easy to copy it from somewhere else especially from a first world country because we are a third world country, that's what we think of ourselves. And that evidence act was borrowed almost verbatim from Australia and when it was being burrowed verbatim from Australia we had not even read the commentaries coming out of the law schools and out of the publications which indicated that were those difficulties so we could have crafted ours, mindful of those difficulties, mindful of those difficulties”

be careful part 1 of 2

Please ensure when looking at legislation from elsewhere that its properly tailored to our situation. Too many times we have simply implemented laws which were not properly tailored. This is one of the things the former chief justice for OECS appeals court , Hugh Rawlins, spoke about 25 June 2012, during his last official press conference . The major part is ensuring that whatever is adapted can be enforced.
