Port To Let Go Workers In Batches

Minister responsible for the Port, Trevor WalkerAntigua St. John's - Workers at the Antigua Port Authority who have agreed to accept the voluntary separation packages offered by the authority are to be sent off in stages.

That’s one of the disclosures coming out of Friday’s meeting between Minister responsible for the Port, Trevor Walker, members of the board, and senior management with trade unions representing workers.

One of the trade unions invited to the meeting, the Antigua Trades and Labour Union, is reporting that a total of 68 staff members indicated a willingness to accept the offer of voluntary separation or early retirement.

“Walker informed us that that given the government/port authority’s current state of finances, they will not be able to pay the workers monies due to them if they all leave at once. Therefore, the government will allow the workers to go in batches of twenty with the hope to complete the exercise in four months,” AT&LU Industrial relations Officer disclosed.

According to Potter…the minister said the port has in place the money to carry out the voluntary separation programme, but only if it is done in stages. Secondly, the plan is that the savings realized by the smaller work force would result in other benefits, including an end to the late-payments that have plagued the authority for the past several years.



The said programme could begin as early as the end of August as there have to be recalculations of the figures for the various workers. The programme was calculated to start at an earlier date.

The union official is also reporting that the board and senior management are planning to meet with the staff of the port next week to discuss the details of the plan.

But the staff issues are just part of the challenges facing the port. Other issues including falling revenue and a management team that is ineffective and uninspiring for the task of managing a port the size of the St John’s harbour.

Potter said the board has undertaken to document its plan of action detailing the way forward for the Port Authority. And at the completion of this exercise, the document will be circulated to all stakeholders for their input before the plan is implemented.

We all can see that government cannot run a business based on economic principles. They always have political motives and that is costing the tax payers each time millions of dollars. And the sad fact is that there are no consequences for the politicans who make these decissions. They don't loose sleep nor a dime. I know some would say you cannot give away your port of entry but I do believe the port need to be run more like a business. We should therefore find a working solution between the private sector and the government. Where the private sector is in charge of the operational actviy of the port and government just handles the customs and excise.

Yet, GoAB & The Board will keep the findings & recommendations away from the eyes & thought processes of a "Bewildered & Bemused Electorate" who agree with the staffing recommendation.
Hopefully, Dr.Paul Ashe, whose dissertation topic entitled, "Corporate Governance in Antigua & Barbuda: A Case Study of Five State Owned Enterprises (SOE)" will make his thesis available to shed some light on transparency and accountability on how boards of directors implement and monitor corporate governance in SOE's in A&B.

SlyThatGuy, the current minister has basically admitted that they added workers to the port when they should not have since it was already overstaffed. In other countries, its been stated that they over did things like making loans available to persons they should not have, or not having proper regulations in place. Yet in Antigua & Barbuda we continue in denial blaming things on the external instead of taking responsibility for our bad decisions. Instead of focusing on the cause of our problems, the preference seems instead to suck on any meat the politicians throw out while we fight among ourselves in defense of them

A wha dis Father,the situation at the port and all of Antigua & Barbuda would have been the same...regardle ss of who was in office.For example,if the Antigua Labor Party were in office at the time this global crisis showed its head,Lester Bird,as you may not have suspected,would be facing the same challenges and difficulties as Prime Minister Spencer in trying to revive the economy,and the country would be in the same shape as it's in today,if not worse.No one party would have made any difference-that '** a lot of people are missing right now.

In batches they will be "driven away" just as "in droves they were hired". The port became "impregnated" with people from Grays Farm and Point. Nothing really wrong but these were sent in exchange for votes, some just sign in, and laze around all day "watching the clock", and waiting for Month End. Just a Pity..and now you bawling.

When one door closes another opens. Beaupanel arrived just in time. I envision the 68 displaced employees knocking each other over to get those high paying construction Jobs.

Let's fix the little things with RWE before we attempt to fix the big things.

This decision was inevitable for many reasons. When UPP took govt, it was said that the Port was overstaffed, however more people were employed. Because of high taxes, the cost of doing business at the Port became expensive, resulting in business doing less foreign importation. Shipping agents in the past was responsible for paying port workers overtime to unstuff cargo after hours. The Board made a decision that the Port will take up that responsibility, making it another financial burden for the Port. This shouldn't be a surprise to people who understands income & expenditure when running a business. However the only people who suffers from govt and management ineptitude are workers. This is not fair.

The State of Antigua & Barbuda today is in truly awful shape: Our continued failing economy is taking us further and further away from achieving a good quality of life. The situation at the port in regard to workers losing their jobs is enough to make people upset; However,it's not just this country...encou ntering these kinds of difficulties. Many other countries -including the great United States and Canada - still haven't recover from the recession almost four years ago and,like us,are seeing a steady decline in employment. I realize this is of no solace to folks directly affected by the layoff at the port,but these are signs of the times and we all must learn to cope until things get better.

For years one Government after the other pack up workers at the port. In some cases these workers are not needed, but I guess they were trying to help out people. Now just like any other business, when they slow down and they are not doing well they lay off workers cause enought money is not made to pay them. Port Authority is a business just like any other. Things are bad they can hardly afford to pay staff so they have to cut some loose. Nobody can force a business to keep staff that they can't afford. Why should Port Authority or any business, government or otherwise keep staff that they can't afford?
