Accountant Criticizes Govt's Decision

“leapfrog” Antigua’s 2007-2009 accountsAntigua St John's - The government’s decision to “leapfrog” Antigua’s 2007-2009 accounts could have far-reaching implications, according to Institute of Chartered Accountants of the Eastern Caribbean (ICAEC) representative Cassandra Simon.

Simon noted that the country’s account balance is carried forward, and does not stand on its own, so the government’s move to finalize the 2010 books without first doing those for prior years is a recipe for ruin.

“It is a dangerous precedent that is being set," she said. "If government is going to say we are going to forget about the old one and move forward, then private enterprises can say the same… You don't have a balance coming in on its own. A balance is carried forward. So if the balance carried forward is incorrect, then the result cannot be correct."

The accountant added, “If you are going to come forward and then go back, what you may have is a situation that we call in accounting a ‘prior period adjustment’."

This means the 2010 books would likely need to be changed after balancing those for 2007-2009, which could land the country in the same boat the finance ministry is trying to get out of.

Simon explained that when banks do not have immediate access to a client's deposit and withdrawal records, it puts a cap on the amount the client can withdraw.

“Without that information, they don't know how much money you have available. So they would say to you this is as much as you can withdraw, so it covers them that even if you withdraw more than you have available, the loss to them is not that great,” she said.

Finance Minister Harold Lovell did not specify whether the government had used a prior period adjustment in completing the 2010 books now up for audit. He said the government intended to have all the financial records ready before the presentation of the next budget.

The minister justified the government’s decision to skip 2007-2009 by suggesting that a more realistic picture of the country’s current accounts could be generated.

But Simon said, “I think they need to come up with a better explanation than that, because if a private sector person says they don't have the old records and can’t find it, government would do a tax assessment on them to the best of their judgment. They would pull a figure from the sky and it could be exorbitantly large. And if you do not have the records, then you can't prove it and you have to pay their figures."

She also pointed out that the government had already gone to Parliament and extended the date for the effect of the new income tax system to March 31.

“What the government has to understand is that government administers the income tax system and private entities are mandated that three months after the year’s end, they are required to file," the accountant said. "If government mandates that for private entities, and they cannot do it for themselves, even after numerous extensions, it comes down to a point where private entities can say ‘well if government isn’t doing it, why should I?'”

She suggested that the government pull the beam out of its own eye before looking at others.

So where do they carry the debts?, they cannot carry them on the income statement, you know revenue and expense statement. This is a country that borrows money and you are saying that a creditor cannot see how much debt they currently have. Whether or not they have enough liquid assets to pay off the debts that they are creating, if they have assets that can be sold to pay those debts. Cash basis!, these people need to be fired.

Cassandra Simon Got it Wrong

#10 Inquiring Mind » 2012-03-08 10:06

Clearly Ms. Simon does not appear to understand or appreciate that the Government operates on a cash accounting basis, rather than an accrual basis. The national audited accounts do not include balance sheets, only income statements (reporting revenues and expenditures) so the matter of prior year adjustments does not arise. In the circumstances there is absolutely nothing wrong with what the Minister proposed. The accounts for 2007, 2008 and 2009 can be presented after that for 2010. What is important is that the accounts should be completed and submitted to Parliament on time, and this has not been done.

Where is his big mouth with all the green verbs? He took the ALP to court to force the tabling of public accounts in Parliament. But now Dr. BS give him a job, note not work, and a vehicle and he quiet, quiet, quiet.

IGNORING THE CONSTITUTION AGAIN Eh

#8 YOUTH ELIJAH » 2012-03-07 13:51

I see that with all these legal minds in Parliament ( on both sides of the divide) and the body politic of Antigua and Barbuda, its funny that this very these legislators find no problem having the Finance Minister current and past ignoring this clear section in our national constitution:

AUDIT OF PUBLIC ACCOUNTS ETC.
97.-
1. There shall be a Director of Audit whose office shall be a public office.
2. The Director of Audit shall-
a. satisfy himself that all monies that have been appropriated by Parliament and disbursed have been applied to the purposes to which they were so appropriated and that the expenditure conforms to the authority that governs it; and
b. at least once every year audit and report on the public accounts of Antigua and Barbuda, the accounts of all officers and authorities of the Government, the accounts of all courts of law in Antigua and Barbuda (including any accounts of the Supreme Court maintained in Antigua and Barbuda), the accounts of every Commission established by this Constitution and the accounts of the Clerk to the House and the Clerk to the Senate.

I guess wa go fu sungo na gud for lungo....

ACCOUNTABILITY

#7 RAWLSTON POMPEY » 2012-03-07 11:48

Photo suggesting a giant frog leaping away with a giant human being from "...ACCOUNTABIL ITY."
The Chartered Accountant appeared to have a "...VERY VALID POINT" as may be seen from this Law enforcement principle.

For instance, there are some "...UNSOLVED INDICTABLE CRIMES" that had to be "...ACCOUNTED FOR YEARLY" and listed under "...PENDING INVESTIGATIONS. "

They can be "...TEMPORARILY " written as "...CLOSED UNDETECTED," but are liable to be "...RE-OPENED" when new evidence is unearthed. In the United States, they are referred to as "...COLD FILES." They are never permanently closed, substantiating the responsibility for proper
ACCOUNTABILITY.

In the case of "...MISSING PERSONS," the law provides for them to be "...PRESUMED DEAD AFTER 7 YEARS." Hence, they are accounted for until such time has elapsed.

My Business will now do the same.

#6 Judge Dredd » 2012-03-07 11:16

Law is all about precedent. Now that Parliament can negate past accounts and start over, this is exactly what my business will do. I am about to write Inland Revenue to advise that like Government, I will be restaring my accounting audits from 2011. So all past audits and any taxes that I may owe are now null and void. I hope and trust that the rest of the business community will follw.
Lawyers are going to have lots of fun with this in court.

Anyone with common sense would know that the suggestion from the Minister of Finance and the Economy is idiotic at best. Every time Harold opens his mouth to speak on such matters, he proves to us that he is waaay out of his depth.

He should either go back to his law office, or back to teaching Geography.

I guess the chickens have come home to roost! Poor Lovel doesn't have a clue! I guess if he can't account for Romantic Rhythms, then why account for anything? I think they should just hold the accounts till they leave office then Antigua and Barbuda can start over on "clean slate"!

Truth, Order, Good Government and The IMF Way

Notes From A Native Son Of The Rock. First Reaction: "Only In Antigua & Barbuda!" & "Is Joke Dey Jokin!" Revisit Original: Quote:
Minister Lovell said the decision was intended to keep knowledge of the country’s financial standings current and helpful, rather than focus on outdated numbers.
Eureka: Living In A Kindlier, Gentlier & Reformed IMF's NEST led and brought to GOAB through the enlighted leadership of DSK. "Oh! What A Piece Of Work Is Man?" What Next? The information can be easily sorted by region,ie Caribbean, so you not only get the OECS but Caricom.
