Government Failing to Act

Government Failing to ActWhile the government may be listening to employers, it appears to be failing to act on what it is hearing. That is the view of President of the Employers' Federation Acres Stowe, who shared his association’s thoughts on a number of matters affecting the economy today.

“I think the government needs to listen and act as if they have listened,” he said. He told Caribarena.com that the Employers Federation had maintained its stance that there should be no new taxes, but it doesn’t seem this advice is being heeded.

“That’s a situation (the taxes) that we continue to speak about as a federation, that there should be no new taxes, no increases in taxes, and there should be sensible tax policies pursued,” Stowe said. “I am not sure if this is happening, because we have witnessed the reduction in the list of items from the ABST and the revenue recovery tax and all those sort of things."

He said the government is in an awkward position, as it continuously fails to address the overburdened public sector, which becomes the beneficiary of its revenue earning measures.

A good portion of the revenue earned from taxpayers and the business sector goes to meet salary and wages obligations for government offices.

“I will be frank. I am not sure that the government can make those changes right now, because they are really caught between a rock and a hard place. The timing? I think they have allowed it to slip by, so right now it's unfortunate that the changes they would have liked to make, they cannot really make for obvious reasons,” the president said.

He added that the government might just have to wade it out, and devise some creative solutions to deal with the present circumstances. But he stressed that the overburden public sector is a matter that needs to be addressed "relatively quickly".

He pointed this out after noting his observations that the Antigua & Barbuda economy continues a downward slide.

“The economy continues to decline very rapidly and it would appear that there is very little the powers that be can do to stop the gushing,” Stowe said. “The fact remains, from a governmental standpoint, we have been waiting for the impetus from various funding agencies such as the IMF and the World Bank and the CDB, but it is not yet forthcoming, so from a federation, what we have been seeking to do is to rally the troops, and we have always sought to do that even when the economy is fairly decent."


By rallying the troops, he meant the federation’s efforts in organising training courses aimed at providing its members and other executives in the private sector with the necessary skills and resources to get their companies through the tough times.

He said they have been doing courses, especially in the area of industrial relations, and this year there will be a labour relations workshop, which will take on a more practical approach, complete with group sessions.

Customer relations will also be a focus.

“As you would appreciate, as the economy continues to decline, customers are beginning to demand a lot more for less," he said. "They want higher value packages, but still they want to get that bargain, that discount and that sort of thing." He noted that despite this, companies need to ensure they maintain standards and continue providing the type of service their patrons have become used to.

Collin I read your post and though I agree with your conclusion about ensuring that our children push for greatness and high integrity, I do not agree with the evidence you used. The two biggest corporations in Antigua are APUA and Cable and Wireless, they both have Antiguans sitting as General Managers. Deeper than your evidence is not only should we want our children to manage we should also want them to own the corporations.

Until the government look after our interest nothing will change. Until we realize that Antigua is bigger than any individual or political party then the polictician will continue to look after a select few. The system is set up to elect a certain type of individual and therefore we will never be able to change Antigua unless we change the way we think.

If you look around Antigua you will see that most of the top management position in the major corporations are not held by Antiguans. We need to stop blame the politicians and start teaching our kids not about UPP & ALP but about right and wrong and hope that we can break this cycle.

Antigua's problem is the UPP, The only solution to stop the blood gushing is to get rid of the weapons that are cutting the wounds deeper& deeper, this is no longer a joke,as i said in my previous comment Antiguans must wake up and drive the UPP out of office,anything less sad to say but Antigua will be no more. This must be done ASAP, we cannot allow the UPP Govt to inflict any more damage to Antigua,they did not build it, Antigua do not let them wreck it anymore.

Dax Rebel, you have a very strong point here, and I do agree with you to a certain extent. However, I believe tenman has a very strong point here as well. If the UPP government really cares about our country's continual economic decline, why don't they take action now, and stop playing politics with the people of Antigua & Barbuda? In some ways, the government is hold the people as hostages by not doing anything to help the country's heartache, all in name of a possible bi-election! Afterall, they had a full term when they got elected in 2004 to fix the economy, and reduce the gigantic public sector. What do they do? Instead of finding ways to shore up the economy, they burden poor people with more taxes, wasteful spending on projects, and more regulations on the common man and woman trying to make a dollar to feed their families! Like the Monarch, King Short Shirt said, "My heart is bleeding whenever I think of my country." Mr. Stowe, it will take more than a band-aid to stop the blood from GUSHING from Antigua.

The Govt never meant to act on anything, as far as i can see they will be using the world economic crisis as an excuse if they remain in office for the next 20 yrs, while other countries are recovering slowly,A,gua continues to regress, Taxes are not the fault of the World Crisis, what caring and competent Govt chooses to raise the cost of everything when its economy is on the brink of collapse,the advisors, economist,finan ce Min,and the PM should be fired forthwith,but not before the Economist who advised on such actions,be banned from ever practicing again,only someone who has bought his/her credentials could come up with such deadly medicine for an ailing Economy,A,gua will never be any better until the people wake up and realize that the source of the problem is the UPP Govt,and act accordingly to rid themselves of the entire bunch,until then Antigua will continue it's downward spiral until it hits rock bottom.

Tobi: Stowe never sais the government cannot act because of the economic downturn. Stowe is suggesting that because of the possibility of bi-elections, to act now may not be politically prudent. You've got to read between the lines.

What exactly is the President of the Employers' Federation saying? On the one hand, he says the government needs to listen to employers and act on what they hear. But he says they cannot act. Stowe needs to make up his mind. He seems to be critical of the government for not acting, then agrees that they cannot act because of the economic downturn. Was there a pause in media chatter that he had to fill?

I agree with most of what Stowe said but I disagree with his assertion that now is the wrong time. We need to stop **footing with this issue, the public service is overstaffed, fix the problem now. When times are good we find fake reasons not to fix it such as revenue is coming in and our GDP justifies the current government employment level. I am of the opinion that the problem will not be fixed until government is forced to fix it. We came close to fixing it in 2004 (The ALP government starting compiling lists of persons who would be fired), but a new government who promised change continued along the old method of putting more water (more taxes)in a bucket with a hole (Excessive government expenditure). Sometimes the things that are best for us long term hurt in the beginning.
