Late Pay for Government WorkersAntigua St John's - Some five days into the new month and some government workers are scratching their heads over when they will be able to receive salaries earned for the month of May.

Public servants with the most concern are those who receive their wages through either RBTT Bank or Scotia Bank.

As of Monday afternoon, RBTT was forced to post a sign on its door informing public servants that their pay cheques have not been received from government, and were therefore unavailable to them.



Police officers, teachers, and some airport employees are said to be most affected. Reports reaching Caribarena suggest also that some pensioners receiving Social Security cheques have also found it difficult to receive their stipends.

Finance Minister Harold Lovell said in a brief statement to Caribarena that government expects to make all payments before Wednesday.

“We expect to complete payment of all salaries tomorrow. We apologize for the delay,” the minister said.

He did not provide an explanation of any kind as to why the wages are being delayed. So far for the year, public servants wages have been delayed at least three times and the Finance Minister says his office is doing all in its power to regularize payments.

@Eric you should stop drinking the blue cool aid, whether the country is large or small there are **ed and incompetent governments in place. If we were in such financial dire straights why invest in loans for
1. A Car Park
2. Purchase delapidated bencorp building for a small fortune
3. food city buy outs
4. Reconditioned generators
5. Decorative sidewalks and a drainish system that floods the city when it rains heavily
6. No foreign investor will touch us with a ten foot pole
7. unattractive tourist destination for cruise passengers too many taxes for the vendors and high rents make goods and services too expensive in heritage quay.
Insult me all you want but I know what i am saying is true, you are one of those unfortunates who belief the lies of the politicians and your own self delusions that justifies your support of them.

Audrey Taylor – I do not know who you are- but you are not thinking –you seem to be drunk with the RED Cool aid. Your blog was just ridicules. You are saying that in this world depression where the big countries and their people are suffering, where Great Britton is entering into a double dip depression that we in little Antigua who have none of the world’s natural resources - should just do better that the Great United states, Britton, France, Spain and Portugal et al. Just how foolish are you? Or you are just repeating the “talking Points” of the Labour Party without thinking for yourself?

This Govt truly heartless,imagi ne up to this day some people still not paid and Apua have the gall to be sending out notice of disconnections. If anyone know if it is law that residents can owe two months before been disconnected,pl ease communicate the info to me via this media,in the past i know that was the policy,the messages are now saying one mt,is it that apua can do whatever they please,because the bills are soo high that most people,myself included juggle to pay them, so we will always be behind,i need to know if its law because if it is and they cut me for two mts,i will fight them with my last penney,to much advantage are been taken of poor people in antigua,and no one is really helping us,so i will help myself.Please anyone aware of this info let me know.

the 7th day of June and some worker is yet to get paid, but the Ministers them give the benna boys money to go waste and then they a go follow them, even carnival get money and the workers nar get none, what is going on with this country, only the poor men feeling it, and they don't care.

The respected Economic Commission for Latin America (ECLA) have noted that Antigua & Barbuda is no longer a destination of choice for Foreign Direct Investment.

While FDI increased substantially during 2011 in the Latin American and Caribbean region to a record 150 billion US dollars, investors have judged Antigua & Barbuda as extremely high risk.

Overall, while the Caribbean region grew by 20%, Antigua saw its share of FDI drop 37% in the same twelve month period, from US$101 million to US$ 64 million.

This comes as no surprise to those who have followed the governance of Antigua & Barbuda.

Country risk is, after all, the first item of consideration for foreign investors.

The Antiguan Government has discarded any pretence at respecting international treaties and obligations.

When it suits the personal interests of members of a current administration to do so, its own Laws and Constitution are equally dismissed.

No investment, whatever its size, is safe from this predatory kleptocracy.

They need to just surrender,they are clearly trying to keep a sinking ship afloat,while the waters have already covered 90%.They simply cannot manage,we have a Pm who do not know figures,so what else do we expect.What have they done with all the taxes they collected along with all they borrowed???? They must be meeting the devil at crossroads and filling a bottomless hole.

Ayah the government may have amassed 500 million in arrears to SS, but that amount includes arrears for at least 6 of the 8 years since the UPP has been in office. Though not via this medium I heard someone repeat crap about the UPP government never borrowing moneys from SS. The truth is they did: Social SS during the Great Dr. Cort's tenure had to invest in some of those bonds offered via the ESCE. Just recently SS was forced to accept a 30 year bond for some 330 million EC. Let me also let you know its a lie that government did not pay SS for all 28 years of its tenure. The ALP did a similar land swap that the UPP plans to do, where crown lands were given in exchange for lowering arrears (hint SS housing project)

i must say that late payment should be a thing of the past, but it is now in the present, yet a few of the workers are paid and the rest are not, why this must be so, i have my children to feed and if the father and mother cant get paid then what are they to eat, this lateness is taking more money from us, who have loans, late fee, are the government going pay our late fees payment.yet they are not coming and say nothing to the people. we need to know when we are going to get paid, so we can squeeze the little we have to make it work, that all we want to know. government time to speak up its now almost the end of the 5th June and not a word. then you will want my family vote soon. think not.

I am so glad we are still employed – Lots of people even in the big and powerful United States are jobless – don’t even mention Spain and Portugal. Being paid a few days late may not be such a bad thing after all. No pay at all would be a lot worst

Where were you for over 28 years when the ALP government was deducting money from their workers salaries and not paying it into Social Security? Are you comatose that you are not aware that the government has amassed over $500 million debt to Social Security? For years the private sector has been carrying Social Security so is it any wonder that now the Scheme is now having difficulty paying its pensioners. Some of you on this site need to study the history of ALP and its bad governance. They have sown the wind and we are now reaping the whirlwind. The problems this country is facing can be laid squarely on their shoulders. And you want them back there? HELL NO!

THE GODFATHER, the late payments did not start during the recession, as you already know they occurred prior to 2004 (eg. 2002) and also between 2004 and 2008. The government at one point after 2004 had to borrow moneys from financial institutions (eg ACB for 2 million EC) in order to pay salaries and wages. We all know the story of the VC Bird having to go to Shoul cap in hand to borrow money to meet payroll. The cries of private sector companies (some with government minister ownership) who provide services (eg security) to government were heard prior to 2008. APUA had revenue problems before the recession. It simply makes no sense to carry some persons who provide no value. Its way past time to deal with this issue. The opposition needs to be reminded that they faced this problem and would face it again if elected. Significant portions of the savings from this exercise must be used in a stimulus to bring investments and the real jobs (jabs) many uppites, complained about hearing mentioned, prior to 2004.

Please accept my apology for the late transfer of funds to the government. But these things take a litle more time then normal. And hopefully Dwight will not huff up the moneys. But now that I see how you depend on me I will certainly make sure the next time the full terms of my conditions are met. And Lovell stop telling the people lies knowing I cannot rebuff anything you say to safe your behind. Concerning Social Security have you also promise them some of these monies? Should they not have monies set aside to pay the pensioners that contributed over the years. I guess you still have not paid in government workers contributions. Your financial house is really in a mess. Please clean it up before the next trench.

The world is still in recession so that is why people who work for the government of Antigua cannot get paid. What a bunch of BS, and by the way that also stands for Baldwin Spencer. I cannot believe that people are still so ignorant. This is the same government that is taxing us out of existence. This is the smae government that is doing all in its power to kill tourism by all the taxes they will put of passengers using our airport. Yet they can't pay salaries. I thought only the ALP couldn't pay. What about, "What is right will remain right and what is wrong will be made right". Don't worry employees, with the monies to be received from the IMF, many of you will be out of a job as part of the deal with the IMF so you won't have to worry about not getting paid. Again, I repeat, this government is the biggest dissapointment since October 33, 1844,

Swag was used over a hundred years ago as to comment men in their movements etc.

skinny jeans or clothing check the "renaissance period" where european men wore skin tight pants etc.

Powdered face and necks check the "victorian periods" etc.

Government workers paid late check when things were good at the turn of the millenium in Antigua during the ALP period.

No matter if its ALP or UPP, if the tiny nations continue to live off of the tourism, financial, and donation industries that the bigger nations always fed them with, they will have late salaries coming to the Government workers and worst to come.

Late payments will continue, the world is in a recession, public servants are still working, but the government should have the political will to cut the workforce.

Former PM Lester Bird wanted to cut the workforce, but AT&LU was against it, Lester did not carry through. UPP made several blunders with the voluntary separation package, it was never administered properly. The workforce is too burdensome on public expenditure, the only remedy is to cut workers, though difficult, it must be done.
