Employers’ responsibility- One of the primary functions of the Antigua & Barbuda Social Security Board is the distribution of benefit payments. However, for payments to be made and the correct amounts allocated the information received from employers’ needs to be accurate.
This is why is extremely IMPORTANT that employers’ submit their SIGNED R5A’s /monthly remittance forms AND PAYMENT on the 14th of each month.
Employers MUST make deductions on all wages and salaries of all employees, whether they are full-time, part-time, probationary or temporary workers. This includes students working part-time who are 16 and older; who work during Christmas or summer vacation, on weekends or after school.
Section 19 of the Social Security Act provides for all working persons between the ages of 16 and 60 to be insured. It is therefore the responsibility of every employer to ensure that all new employees are in possession of a valid Social Security card. At present, the new registration process for Social Security cards is ongoing. This means that both the pink cards and the new cards with the photo are currently valid until the re-registration exercise is complete.
Employers should note that work permits are employer specific. This means that if someone has a work permit for Co. L from Jan 1, 2009 until Jan 1, 2010, should that individual leave Co. L in November of 2009 the work permit is NO LONGER VALID. Meaning when the individual gets a job with Co. D in December 2009, Co. D is responsible for ensuring that the individual gets a work permit for Co. D. This is important to note as this will impact an individual’s ability to register with Social Security.
For the purpose of Social Security deductions from employees’ wages and salaries are called contributions, meaning that an employee, who works for 6 months or 26 weeks, will have 26 contributions while working for the entire year or 52 weeks will result in 52 contributions. This is important to note as qualifying conditions for Social Security benefits are based on an employee’s contributions.
Private sector employees contribute 3% of their weekly/monthly earnings, while their employer contributes 5%. Public sector employees on the other hand, contribute 2% of their weekly/monthly earnings while their employer contributes 5%. The difference in contribution percentage exists as public sector employees are not eligible for sickness benefit, as there is no loss of income during illness. The weekly maximum on which deductions are to be taken is $1040, while the monthly maximum is $4500.
For the purposes of Social Security gross earnings for deductions include the following:
* Overtime
* Cost of living bonus or allowance
* Family allowance
* Long service or incentive pay
* Commission or profit on sales
* Gratuities paid by employer
* Payments for night or shift work
Persons often ask if there are categories of workers for whom deductions should not be taken. Hence, the following persons are exempted from paying contributions:
* A married woman who is working for her husband
* Certain relatives who do not receive a salary or wage, or who live and work in the same house as the employer, so long as the employment is not for the purpose of trade or business
* Any person who is not a citizen of Antigua & Barbuda and is a member of the armed forces of another country
* Any person who is not a citizen of Antigua & Barbuda and has diplomatic status
* Any person employed by an agent paid by commissions or fees or share in the profits, e.g. real estate agents

As far as we are aware, all of our writers keep track of the public responses below their stories. We have also been able to develop new story ideas as a result.

It would be interesting to know if people are listening because many times there are important information coming from your bloggers, some of whom have become famous like Coolruler, Tenman, Digit, Miles and i don't know all of them but can you answer this for us, please?

That is why, now that I am Antiguan and Barbudan, i am not going after it anymore. I have truly paid my due (because it was deducted each week) and i intend to pay no more! I TRULY PRAY FOR MY CARIBBEAN BROTHERS AND SISTERS WHO ARE AFFECTED.

I encourage Social Security (since that is where the payments all start) to go after employers - you do have many of them on your records (that's a fact) so you have no excuse. People are hurting out there because of you and when they are tired hurting, they may want to do whatever pleases them to get by and we would only have ourselves to blame.
Also, Caribarena and Observer, if you have good investigative reporters (i know they are hard to find) - use them and do a proper story on the real security of our Social Security. Reporters these days are sitting waiting on press releases and making phone calls - get up and do some work for a change.

He is my friend and i have spoken to him about it but... I even know of situations where he was called to be informed that employees X or Y are checking up on his payments and sure enough they were told that there's no more work for them.

T here are even reports that when persons visit or call your office to make report about their employer - there are staff at Social Security (management/sup ervisory bracket) that, thereafter, call those very defaulters (employers) to report that their staff is checking-up on their payments - this in turn results in conflicts between the employer/employ ees and then the emplyee in question is fired.
