Antigua St John's - A Red Cross delegation from Antigua & Barbuda recently attended a meeting to discuss best practices related to the International Red Cross and other donor agencies moving in to assist countries affected by a disaster.
Director of the National Office of Disaster Services (NODS) Philmore Mullin attended the October 24 - 25 session in Panama.
He reported that international relief agencies like the Red Cross are facing significant challenges operating in countries affected by a large-scale disaster.
Based on best practices, these agencies must be invited in whenever a disaster occurs, as the laws of the land take precedence, and there are some international best practices that the United Nations has encouraged countries to implement where applicable.
Mullin said the International Red Cross and Red Crescent Societies have taken a bold step to try and convince governments to have a look at their best practices. Included in these guidelines are CDEMA mechanisms that have been tested, proven, and adopted by other regions.
