Library Funds Approved for Materials

Antigua's new LibraryAntigua St John's - Executive Secretary of the Board of Education Gieselle Isaac-Arrindel is expected to submit a “vetted” list of materials needed to complete the National Library project in St John’s.

She announced that the Antigua Commercial Bank (ACB) had approved the $2.7 M needed to complete the project.

In late 2011, Cabinet gave the go-ahead for the loan to facilitate the project.

Isaac-Arrindel said when the order is placed for the materials, it will take them about four to eight weeks to arrive in Antigua.

“After that, we are in God’s hands,” she said.

Project manager Zenworth Davis said he would not be convinced of any progress until he actually sees the materials.

He noted that the government had mulled a loan to complete the project since early 2011, and almost a year later, there is nothing to show for it. “I am looking on,” Davis said.

He noted that a meeting was held with the suppliers about two weeks ago.

At that meeting, he said it was suggested that the government provide the suppliers with at least 50 percent of the total cost for the materials beforehand, so that a shipment could be made soonest.

“We can’t do anything unless we get the material,” Davis said.

He added that while the securing the materials is one thing, it is quite another for the Antigua and Barbuda Contractors Enterprises Limited (ABCEL) to provide the labour and not get paid for it.

“If that is the case, then the material will sit there," Davis said. "They have to have the money on a timely basis, because we are not going down the same road again."

Do I see a flying pig?

This project was supposed to have been completed under mandate, from the Prime Minister no less, in 2009.

Then according to the Hon Minister of Education it was to be completed FOR SURE in 2010.

Then it was supposed to be completed in 2011.

We're halfway into 2012. And the materials have not even been sourced.

Anyone who thinks this actually WILL be finished this year? Willing to put a friendly wager. I don't usually gamble, but this one seems like a sure bet

Gross Neglect and shame!

#4 Dig It » 2012-04-10 10:00

I just can't understand how a project of "vital" importance to the people is at a "stalemate" for years? The Executive Secretary, the Minister of Education, and other education officials should be "ashamed" for this "gross neglect" in completing the library! Then, again, they have "no shame" in doing what's "right!" Where have all the peoples money gone that should have put a side to complete the library? Two years into the general election, and, we are talking about the National Library that should have been a "priority" from day one! Like the Project Manager, until I see the "materials" I would see "progress!" Hmmm, let's hope once the materials arrive they are not left out in the hot-sun and rain for a long time!

Still in limbo!

#3 Avid Reader » 2012-04-10 08:21

This library is a shame on the people of Antigua, it has been 38 years in the making. It should have been completed under the ALP, they had a grant for this library - all it needed was for the government to match it.

This is a massive disgrace.

Isaac-Arrindel said when the order is placed for the materials, it will take them about four to eight (i am guessing she said weeks) to arrive in Antigua.
“After that, we are in God’s hands ,” she said.

Its simply amazing that we could spend 54 million ec, when the total 3 year budget was 1.5 million, to improperly build fences and sporting complexes but have problems finding moneys to complete the more essential library.

Good move Mr. Zenworth Davis. Seems like you have learned your lesson. What lesson is that? The lesson of being made the scape-goat.
