			<description><![CDATA[Again folks, OUR NATION is ANTIGUA, BARBUDA and REDONDA. Please, please, please stop leaving out Redonda. Redonda is very important in many ways... 1...it give us our Nautical boundary to enhance and support our fishing industry. 2...it can be used to transfer the troubled quarry from Bendals to. 3...it can also be used to relocate the national sanitaton dump to 4...excellent location for a recycling plant. 5...it is an excellent location for the relocation of the prison. Barges can be used to transport workers, trash etc.]]></description>

What I would like to see however, is the formation of an official Political Action Committee or PAC as it is called in many political circles. This would NOT be beholden to any party or group, but mainly to reason and put our collective, cognitive minds together for the positive future of our Nation. None of us are perfect, yet we all have perfect piece's to paint a better picture of our Nation. Just like any puzzle, one piece depends on another to depict the entire concept. 			<description><![CDATA[When I look at Antigua & Barbuda, I see a country with a population of about 85,000 people. A new ministry would run us about let's say 7mil, why spend that money when it is easier to do it in the office of finance, since that is where it belongs. They hired Mac and his crew to also look to bring businesses to Antigua, in my book that is part of economic development. Mac Emmanuel cannot now be critizing the process after 7 years. What has he been doing all this time?, There are a lot of Antiguans and Barbudans in NY who know a hell of a lot, but they would never go to them. He is patting the minister on the back but at the same time saying they don't know what they are doing. The question is for whose benefit is he now critizing?]]></description>

			<description><![CDATA[Skyewill, I suspect the answer more lies in that we dislike plans. They are too structured and keep us from doing what we like. This might even be adjudged to a lack of discipline. If you examine how MP Lovell came up with the 1500 cap on electricity you will see lack of discipline in that exercise. Even if we did what Emanuel touts, the ministry would not contribute anything positive. When was the last time since independence that we had a balanced budget? If we can't even adhere to a budget why would you think we would adhere to a economic plan? Though we like the idea of touting plans, its only as an academic exercise or a stalling tactic. I happen to think there is no need for separate entities. The national economic council was a good idea but instead of funding it, we found other uses, based on short term motives, for the moneys. I think its all comes down to the fact that we are driven by the short term, and until that changes, making long term plans will result in a wasted exercise. ..]]></description>

			<description><![CDATA[I keep saying we should bring this guy home to help solve some of these issues. poor mac, it must be hard banging you head on the wall, i stopped. it is not just looking for investment. You must have an investment plan/Strategy. I can't keep saying things and five years later you guys get it. We have to know what we want investors to invest in, therefore each investment idea needs a business plan. Truthfully i don't believe any in finance know how to write a plan cause i saw one on the government website on Energy and it reads like a gindergarden book. we will need to spend money just for the plan and creativity is the key. If we change the political structure and move from a slave commonwealth to a republic Mr. Emanuel would make a very good President. I would vote for him.]]></description>

What does size have to do with efficiency of organizational functions? I agree that the US and the UK governmental systems are different but I don't see why one can't draw out the best models of opertional excellence from either/or system to ascertain what's best for national growth. The ministery of finance main function is fiscal discipline. The ministry of economic main function is the creation of growth. The first seeks to cut back on spending, the latter desires to spend/invest. Both the stomach and the womb is needed for the making of a healthy baby but no woman wants to integrate her stomach into her womb just to have a good pregnancy. 			<description><![CDATA[cont'd .....The idea of imposing a similar role like the US Fed. Reserve on the Ministry of Finance is RUBBISH!!! The US Federal Reserve is the US' Central Bank!!!! The Eastern Caribbean Central Bank is responsible for REGULATING monetary and fiscal policies. It's the job for the Ministry of Finance & Economy (the ministry we invented and has been working for years) to create and manage policies in line with that of the Central Bank. Finance and Economics are siblings, you cannot separate the two in a small economy like ours. When individual speak, they need to be informed and STOP MISLEADING PEOPLE!. Another thing, In Antigua, we like to compare the US System of Gov't to that of our...which is simply apples and oranges...TWO TOTALLY DIFFERENT SYSTEMS. That's like in Law comparing the Civil Law System with the Common Law System. Therefore my advice to individuals like Dr. Emmanuel (who has been living away for ages) is to simply do your research, do not speak to areas where you are incompetent to speak to and stop comparing us to America!]]></description>

			<description><![CDATA[Firstly, correction to the title: It is "Mooted" and not "Moted". Secondly, I am still waiting to read a valid and logical reason why the two should be separated. Finance and Economic Development goes hand in hand. If we look at the UK (where our model is mirrored & NOT THE US), the Exchequer in addition to revenue management and tax collection set the agenda when it comes to development. However, they have created a separate Ministry called "Business, Innovation and Skills" which is responsible for fostering economic developments, regulation, higher education and many more. 			<description><![CDATA[Without ongoing training and evaluation the nation will die. This is the number one reason we are in such a mess. Take a guy with a Masters Degree earned in 2000, That was more than 10 years ago. The entire knowledge base have expanded yet with no continuing education he is stuck in 2000. Everyone need training even the PM and the Governor General, EVERYONE. From the bottom to the top no exceptions and the ministry of education need to look at training government workers all the time. There must be a department responsibel for training and developement outside of the public school system.]]></description>
