I share your views, however just like you said, how rthe story goes is where I have a problem. We need to change Antigua once and for all. And no one will come and change it for us. If government is lending out our money it should be transparant and all should have the same chance to qualify. When ABOMA lend the car industry money the whole country benefited from the pay back. it cannot be that some of us are getting soft government loans in order to build our empire at the cost of the entire society.

The problem with banks is that there are too many accounts crunching figures. Most accountants seem only to know one way - success through figures. While I do accept that they form an integral part in the success of a business, the business concept must be looked at as a whole. Many factors, such as the popularity of the product, their strategic address placing within for the particular consumer and the financial success of the country, are important. But what do I know? The ABDB give loans to their 'friends' and not to the ones who really deserve or need, or who deserve a chance to prove themselves. There are some wonderful business programmes offered to the public, but most who take them, unless they have their own cash, don't get a chance to establish themselves. And, of course, the usual 'stealing' of ideas come to mind. Sad, but true.

On the other hand when a business fails they also should be able to honestly take part of the blame and write off all if not part the money. I also know of many persons that have approached the bank for funding and have not been able to get anything approved just to find out that the bank staff was working against them and stole the business idea. Don’t know how much of this is true, but patent rights should be put in place to ensure people can come to the bank with ideas and feel secure and trust that their idea would not be stolen. And bank staff should make full disclosure of their assets, in order to see if they have a conflict of interest. Because I can imagine if you come to me with a plan and I have invested interest in a similar plan I might want to suppress yours.

I said this in one of my comments before. Banks need to have a department of professionals to assist businessmen to handle their business. Like simple cash flow models should be set up. But moreso the ABDB should make it their business to assist not just in marketing but the entire money management of the business. In order words if you want cheap money you have to sign up to be fully transparent and take the ABDB as your partner in business. If I was a lender(Adventur e Capital) in a business I would follow that company’s every move every day. I would not wait for surprises. If things are to happen I would be involve and assist with ways to correct situations. That’s why I believe the ABDB should micro manage businesses that they lend money to, until they feel that the business can be on its own.

I like how Mr. Charles put it “hand holding”. I would call it the Small Business IMF. Which in fact is not bad, as this seems to be the lender of last result if not the only lender for starting entrepreneurs. And we must not forget that the bank is lending public funds and must be more prudent as profits are and should not be the goal. I am a bit concern to read that Mr. Charles as the GM is setting policy rather than executing Board Policy. We seem to have this problem in the country of people do not really understanding their role. If he as the GM is setting policy then what is the board doing? Reviewing his policies. However again the Bank should be more of an extension of the vision of the government and assist with the improvement of the economy. We have said it many times before; Small Businesses are the engine in a economy. We do not have a school for entrepreneurs in Antigua and therefore many have learned by and from their mistakes. Some lessons were expensive some less. But it was for most entrepreneurs trial and error.

The article "ABDB slashes delinquent loans by half" By OBSERVER News - Monday, March 28th, 2011.can be found at http://www.antiguaobserver.com/?p=56349 and it states: "Up to 2005, 90 per cent of loans were not paid up but Charles said that percentage has dropped to 44. He said that was achieved because the bank tracked down delinquent borrowers; gave interest write offs; hired new workers with the requisite skills; and restructured the accounting department. As it relates to the non-compliant borrower Charles said, “We called. We sent letters. We couldn’t find them. We had a tracker on staff and the tracker would go and track them down. But what happened was because of a lack of attention over the years where the bank was not following up these loans.” Consequent to the repayment lapse, Charles said many customers seemingly adopted an “if you don’t call me I ain’t gonna pay” attitude, but once contacted, most of them who could afford to pay, began doing so immediately." ..
